If you mean if water goes into it, i would say no(if you well fit it), unless you vent it. I do use only vented wheels.Means you drill a hole onto the rim or tire so air can get in.
I don't really understand your problem. What do you mean it was snug? And wouldn't come out? This doesn't make sense for me. Maybe my English... I did not experience any issue with their rims. Got 3 set of different rims from them.

This company has sent my friends and I a few sets of wheels that were way too snug and wouldnt come out. Unhappy with them

The company should not be tightening them down extremely tight since you need to loosen them to install the wheels and tires
I had no issues like you mentioned. Maybe it was a mistake.
