I would say Poké Floats have several reasons to be cut. Firstly, it is not based on anything, which kinda hurts it. In fact, the whole floats thing was just added in the localisation, the Japanese name translates to "Pokémon Subspace". All the models are also ripped straight from Pokémon Stadium, so the only reason the stage exists is probably because some overworked intern dreamt up the image of reused assets drifting through the aether. The reuse also means that they would have to spend much more time on the remake, since standards for stage models have gone up, and standards for Pokémon models have gone down. Additionally. I don't think the developers look back very fondly upon the creation of the stage, viewing it as just another result of Melee's 13 month development. Pokéfloats rocks though and I'd love to see a spiritual successor appear EDIT: Perhaps Rainbow Road was also created through asset reuse, since the poor resolution of the 3DS would mask it? There are some differences, like removing ramps and making the road thicker, but they could easily have been made in like a day or two. If it was asset reuse, remaking it for Ultimate would take much longer than the time used to make the original.
I also think that PokeFloats would have been difficult to update. The layout is entirely based on the Pokemon models from Stadium. However, many of these Pokemon have undergone small design changes both in their models and official artwork, which means the Pokemon dont match the original stage layout anymore. Additionally, the way the stage layout matched with the Pokemon models was pretty wonky to begin with. Even in the original version, a lot of Pokemon body parts dodnt have anx collision, which is kind of a no-go for stage design.
I fully agree with this. This could be also likely been at the request from the Pokémon Company or even Sakurai himself of not wanting Poké Floats back due to it lack of any origin. If we were to have gotten Sprout Tower as originally intended, that stage probably have a higher chance in coming into Ultimate in comparison.
It would have been cool to see a Poke Floats 2 with Pokemon from all 8 generations, but yeah, if they didn't want to remake the original, they definitely would not want to create a new one. Also imo 3DS Rainbow Road was probably cut in favor of porting MK8 Mario Circuit from the Wii U version. They have the exact same gimmick just with a different racetrack and the MK8 stage was likely easier to port over. Also MK8 is just slightly more unique since it has the anti-gravity feature, meaning more opportunities for platforms and Shy Guy racers are coming at you from literally all directions. But yeah, I would definitely love for Pac-Maze, Rainbow Road, and Poke Floats to all return.
I dunno if it would be that hard to recreate Pokefloats with current 3D models that would do more than suffice. Though honestly, I don't even see anything wrong with keeping the old Stadium models if they did bring it back, the less they look like real creatures, the better it works as a stage aesthetic instead.
Thanks for typing that all out so I didn’t have to. Though I will say, I’ve heard that it did take a very long time to develop, and I don’t think the devs thought it was worth it. Also, why would asset reuse matter? They would have to remake it regardless.
Something I never understood with Pictochat is why they didn't combine the drawings from 1 & 2 into a Pictochat X like with Flat Zone (they have the same layouts, but the drawing hazards are different between the 2)
7:35 I think they removed it because one of the pokémons (Squirtle) that were in the stage ended up becoming a fighter, but they could simply exchange it for Wartortle that uses almost the same model or simply any other pokémon
I would think they'd update it so that the Pokemon have like woven/stitched together textures so that they look like actual floats rather than just giant floating Pokemon. So it'd be equivalent to the fact that Palutena has a statue of herself on a stage, or... some other example.

9:24 Gotta correct you on this, it’s actually Pictochat 2 with *different* features. While there are a few shared drawings between the two stages, they actually both mostly comprise of unique layouts that are exclusive to each version. That at least bumps it up to a C for me, though I think I’d prefer they give us a Pictochat X instead, with layouts from both like they did with the 2 Flat Zones. Edit: just checked to make sure I didn’t say something wrong, turns out they actually don’t share any layouts. Not only that, Pictochat 1 actually has 1 *more* layout than Pictochat 2 (not counting the background drawing in 2’s omega form). We’ve been gypped.
I was going to say that I’m surprised they didn’t do “PictoChat X” that encompassed all designs into one stage. That makes sense with Flat Zone and would have made the older editions of those stages obsolete.
The one aspect that I wished was talked about regarding Sector Z is that it is the absolute largest stage in the game (large for Smash 64 standards). This really made it a unique experience to fight on and is the biggest difference between it and Corneria
Seriously. It was one of my most favorite Smash 64 stages because of its side, and I _much_ prefer it over the much tinier Corneria version. The only issue I could potentially see is that there might be some characters (say Little Mac) that could quite clear the top of that one vertical wing when trying to escape from the engine side. But then they could easily add a permanent Arwing flying along in that area to act as a stepping stool of sorts for those characters.
14:35 The reason the stage got cut is that it has dynamic rendering depending on where the characters are standing. Notice the floor "sinks in" where the characters stand. This wouldn't work in 8 player smash or stage morph without massive frame slowdowns. I think they should have just disabled that feature if the player count goes over 4 (or stage morph is on)
I still can't believe Pac Maze didn't get in but Pac Land did. Like, between the awful autoscrolling MS Paint stage and the stage that's a reference to the thing that put Pac-Man on the map *and* was fun to play on, the choice should've been obvious.

I disagree with your ranking on PictoChat. I think they should've gone the "Flat Zone X" route with the PictoChat stages. PictoChat was introduced in Brawl and got its sequel in Smash 4, so in my opinion, I think it would've been cool if they combined them into "PictoChat X" for Ultimate.
The wooly world stage was probably cut because of Yoshi's crafted world being worked on. Also, next "cut" thing should include unused things, as they were cut
7:50 Serious props for including the Trophy Tussle stages! They always unjustly get omitted in discussions about Melee's stages. I love those and I have fond memories of using Action Replay back in the day just to goof around on them outside of Event Mode. 😀 9:27 Brawl actually had some really cool bonus stages that I'd love to see return - the versus stages from the Subspace Emissary. For starters - the Shadow Samus stage looks *so cool!* The Ridley and Bowser stages were also great. Additionally, the Great Maze clone fights all take place on the same stage but with 31 different platform placement variations (kinda like the Wii Fit Studio), and it would have been a great and unique stage to have had available to choose from, as it doesn't have walk-offs like WFS does. As Subspace has such a unique and ethereal aesthetic, it would have been so cool to see it recreated in HD. Unrelated to the Subspace stages though, I'd honestly love to see every instalment's Battlefield and Final Destination available in a future game. Melee's Battlefield and Final Destination are just so iconic, it would be so awesome to play on them in the next game!
I have a theory on why Pokefloats may not have returned. In melee Pokefloats was only included because they essentially ran out of time. We know the original concept for the second Pokemon stage was Sprout Tower. And since this stage is just slightly improved models from Pokemon Stadium (the N64 game), which would be easier to produce than making an entire level from scratch, I think it's easy to infer this was a last second addition. This desperate reuse of assets to make SOMETHING in the time limit also explains why it's so weird. I wonder if Sakurai had some distaste for the stage because of this. Only including it because it was the only one that could be made in time and disliking its weird rushed nature.
14:46 Here’s a fun fact about this stage: If you choose this stage while pressing ZL or ZR while Fox and Falco *AREN’T* in the match, there would have a special Easter Egg with the Star Fox team. For some reasons, only Fox, Peppy, Falco and Slippy appear in the dialogues, which is very weird, because in the original mission, the Star Wolf Team, Beltino Toad (Slippy’s father) and Krystal also help Fox and the others. Actually, there’s no Wolfen in the stage.
They probably cut out Pokéfloats because they couldn’t find a way to give it Battlefield and Omega versions, maybe they could have had Ditto platforms for those?
really, they couldve just made a generic grassy main platform with maybe some small clouds as other platforms, (or unown? 🤔) and just had the pokemon in the background. it would make it a pretty boring looking battlefield but it would be much better than not having the stage at all.
There's actually a cut stage in Ultimate (I think). The Sephiroth Challenge stage appears to be a little different than the regular version as far as I can tell
The Smash Wiki mentions nothing about it being different in that mode. It only states that very hard is played on the Ω form, otherwise it should be normal.
Oh, I have an idea for Battlefield Poké Float. It would be a front facing Venusaur, with his head acting as the main stage, the flower as the top platform, and two leaves as the side platforms, and the other Pokémon float in the background. Then for the omega variance you Just make the flower and leaves part of the background, and you're done
Well done covering these cut stages. I think you're right about the redundancy factor playing into why most of these stages didn't have a return. I think the best explanation for why PokeFloats (Pokemon Subspace) didn't make a return was it was just a lazily created stage. Models from N64 Pokemon Stadium floating around is just... not the most cohesive stage experience out there. Especially compared to what was supposed to be on that slot originally: Sprout Tower.
The fact the rainbow road isn't in ultimate still confuses me, it would fit PERFECTLY also I'm glad I'm not the only one who is a fan of Meta Crystal (the metal mario stage)
Rainbow Road was cut from Ultimate because of Mario Circuit. On top of that, 3DS Rainbow Road wasn’t in 8 Deluxe at the time. So basically, everything you said about Mute City and Port Town applies to Rainbow Road and Mario Circuit

I think the reason rainbow road didn't come over was because it was directly ripped from Mario kart 7, and they didn't want to remake the entire stage in HD just for ultimate. Of course, now that it's in the MK8D dlc, it has a good chance of returning in the future
The fact that we could have gotten a Kirby's Epic Yarn stage and it was replaced by Wooly World, which didn't even make a return bothers me so much. The Kirby stage also became The Great Cave Offensive which lots of people hate
Mute City & Rainbow Road I suspect got cut because they would have taken more work. They clearly put a lot of lavish attention into updating all the old stages, but I think traveling stages, one from a 3DS game and one from a Gamecube game, required more work over all. The slight touch ups that the Wii U provided stages like Port Town Aero Dive at least had slightly more to work up from. If Tour (or 8DX's DLC) had been out, which gave the course refreshed visuals and geometry, they probably would have brought Rainbow Road 3DS back at least
In the background of Green Hill zone, Knuckles can be seen in the background. His assist trophy is disabled on the stage. They could have been just disabled the ghost assist trophy.

I think a fun idea to bring Poké Floats back would be to base it on parade balloons like we see in the Detective Pikachu movie. Give the models a plastic like texture and change the background to a sunny sky.
Dude I was so upset when 3DS Rainbow Road didn’t return. That was THE ONLY stage I was hoping for to come back. When I played Smash 3DS, I would always play that stage at least once.

If I'm not mistaken, the models of the Pokémon are from Stadium (or one of the games in gc) and Let's Go released November 2018, si they didn't have the models. Now, why they couldn't use the 3ds models seeing as some of the stages from 3ds were ported over from SM4SH is beyond me
I think the reason why rainbow Road and pac-maze were cut, because there wasn’t enough development time; so they went for the smash 4 equivalents, as porting them would be easier; cause smash 4 on Wii U is more like ultimate.

5:17-5:37 I used to be cool with playing on Mute City SNES, but then I discovered you can actually fall through the road while playing. Because of that, it's my second least favorite stage in Smash Ultimate
5:55 it’s also possible that Icicle Mountain was never particularly intended to be a stage but became one as a result of Melee’s rushed development. I heard recently that Ice Climbers have another unfinished stage in Melee’s files with an internal name that matches up with Ultimate’s internal name for Summit. It’s possible Summit was always meant to be the Ice Climber stage in Melee but they decided to take their Adventure Mode segment and make it a stage instead due to limited time, saving the Summit concept for Brawl. All of that to say that they may, in a way, see Summit as the superior version of Icicle Mountain similar to how they see Brinstar for Zebes and Corneria for Z, and thus they saw no reason to bring it back.

As for Rainbow Road, I'm guessing since Mario Circuit from the Wii U had the same gimmick as this, they didn't feel like putting two Mario Kart stages that felt similar.

For Jungle Hijinx, they could’ve just had the bg fighters be instantly be put into barrels and launched back into the foreground before it transforms. Besides, they got 8-player smash to work for all levels so none would be unavailable, so I don’t think they won’t do the same with Jungle Hijinx. I think this is another case of the devs not having enough time, so it would be easier porting a different, simpler stage, instead of adding this small fix.
I love/hate vertical scroller-stages. On one hand they bring a lot more variety and longevity to the game, on the other hand they move too fast which can feel annoying and unfair at times. Make them slower and lengthen the time the stage stands still to make it less stressful. What I miss the most in ultimate are the scroller stages, mute city and the target practice gamemodes.
It may already be mentioned, but Mushroomy Kingdom from Brawl has a secondary layout that was cut when it returned in 3DS, and it was not reintroduced in Ultimate. Also I unironically love Rumble Falls.
Sector Z is better than Corneria because it’s a good bit bigger and thus feels more like you’re _actually_ fighting in the Great Fox. It’s so small in the Corneria version that it doesn’t feel like that at all unless you only have like Bowser and Ridley fighting as then you can just imagine them being closer to their canonical size.

The cut stage I want back the most is... Melee's Final Destination. Iconic and super nostalgic. Think of how hype that would be! (The new one really just isn't the same at all, imo) ...OK but actually it's probably Melee's Mute City. Also because nostalgia. But no one talks about Melee FD or Brawl FD or Melee Battlefield, and I think they're worth bringing up. With the new Battlefield and Omega modes, having cool or nostalgic backgrounds really makes a difference in my opinion.
My assumption for Rainbow Road and Mute City being cut was always that they were direct ports from their source games, and it would be too much work to upgrade assets from N64 and 3DS games for a moving stage
Here's a bonus cut stage from Brawl that you missed: the World 1-2 variant of Mushroomy Kingdom. Since the 1-1 version is in Ultimate though, I guess we can just call this half of a cut stage.

I think for Jungle Hijinx, they could've also just had the stage not morph until all of the players were on the same playing field. Alternatively, they could've gotten a bit more creative and have the main ground and background slide together right before morphing, or taken a bit of a lazier route and just move any players in the background into the main ground right before morphing, either through some cute contextualization like spawning an enemy or cannon that immediately moves them, or even just teleporting them with an effect.
Um, you're forgetting the *underground* version of the Mushroomy Kingdom stage from Brawl! While the stage itself isn't exclusive to Brawl, the underground version is.

Pokefloats was cut probably because it was a rushed stage to begin with. In Smash Melee there were supposed to be two brand new Pokémon stages however one of them went bad in development so at the last minute they said "okay let's just have Pokémon fly around and you fight on them" Smash Melee ran on the same game engine as Pokémon Snap so they quickly ported the models over just to make a stage quickly. It probably isn't in Ultimate for that reason + they would've had to create all the Pokémon models from scratch.
I think PokeFloats was cut because the Pokemon, Squirtle and Venusaur, are kind of fighters in the game. Squirtle is, but for Venusaur, Ivysaur, it’s pre-evolved form, is one, so yeah

i dont get why at all those 3 s tier stages were cut from this game. because with the rainbow road stage they could have done something similar to the mario circuit stage, with the pokemon stage they could have just used different pokemon or replace some of them and with the pac man stage they could have just put in the game.
Pictochat is NOT just Pictochat 2 with less features, it's a fully unique stage with different features (that are significantly more fun IMO, since SSB4 was the game that leaned hard into the "every stage gimmick must be as disruptive as possible!" mentality.)
the stage transition feature is why the vertical scrolling stages were cut iirc; the main issue was that trying to reposition players during the transition was a mess. as for pokefloats, while the stage isn't actually a vertical scroller (as is commonly claimed) it was pretty obviously rushed in at the last minute. seriously, regardless of how much you like it, it is just pokemon models floating in a void. it's most likely that sakurai and co. simply didn't think it was worth bringing back.
The Woolly World stage was made near the end of development of Smash for Wii U as a method of promotion for Yoshi's Woolly World since it was coming out a few months after Smash for Wii U.

I was going to say that I’m surprised they didn’t do “PictoChat X” that encompassed all designs into one stage. That makes sense with Flat Zone and would have made the older editions of those stages obsolete.
The one aspect that I wished was talked about regarding Sector Z is that it is the absolute largest stage in the game (large for Smash 64 standards). This really made it a unique experience to fight on and is the biggest difference between it and Corneria

Seriously. It was one of my most favorite Smash 64 stages because of its side, and I _much_ prefer it over the much tinier Corneria version.
The only issue I could potentially see is that there might be some characters (say Little Mac) that could quite clear the top of that one vertical wing when trying to escape from the engine side. But then they could easily add a permanent Arwing flying along in that area to act as a stepping stool of sorts for those characters.
I'm yeah it is bigger but in my opinion that being it's only layout difference isn't enough to justify it not getting cut.

The reason the stage got cut is that it has dynamic rendering depending on where the characters are standing. Notice the floor "sinks in" where the characters stand.
This wouldn't work in 8 player smash or stage morph without massive frame slowdowns.
I think they should have just disabled that feature if the player count goes over 4 (or stage morph is on)
Yeah they prob didn’t want to make any stage exceptions in ultimate. So any limitations would cause them to cut it.

I disagree with your ranking on PictoChat. I think they should've gone the "Flat Zone X" route with the PictoChat stages. PictoChat was introduced in Brawl and got its sequel in Smash 4, so in my opinion, I think it would've been cool if they combined them into "PictoChat X" for Ultimate.

9:27 Brawl actually had some really cool bonus stages that I'd love to see return - the versus stages from the Subspace Emissary.
For starters - the Shadow Samus stage looks *so cool!* The Ridley and Bowser stages were also great.
Additionally, the Great Maze clone fights all take place on the same stage but with 31 different platform placement variations (kinda like the Wii Fit Studio), and it would have been a great and unique stage to have had available to choose from, as it doesn't have walk-offs like WFS does. As Subspace has such a unique and ethereal aesthetic, it would have been so cool to see it recreated in HD.
Unrelated to the Subspace stages though, I'd honestly love to see every instalment's Battlefield and Final Destination available in a future game. Melee's Battlefield and Final Destination are just so iconic, it would be so awesome to play on them in the next game!
Similar note to seeing old Final Destinations, I would love to see Tabuu's stage return.
I have a theory on why Pokefloats may not have returned. In melee Pokefloats was only included because they essentially ran out of time. We know the original concept for the second Pokemon stage was Sprout Tower. And since this stage is just slightly improved models from Pokemon Stadium (the N64 game), which would be easier to produce than making an entire level from scratch, I think it's easy to infer this was a last second addition. This desperate reuse of assets to make SOMETHING in the time limit also explains why it's so weird. I wonder if Sakurai had some distaste for the stage because of this. Only including it because it was the only one that could be made in time and disliking its weird rushed nature.

14:46 Here’s a fun fact about this stage: If you choose this stage while pressing ZL or ZR while Fox and Falco *AREN’T* in the match, there would have a special Easter Egg with the Star Fox team. For some reasons, only Fox, Peppy, Falco and Slippy appear in the dialogues, which is very weird, because in the original mission, the Star Wolf Team, Beltino Toad (Slippy’s father) and Krystal also help Fox and the others. Actually, there’s no Wolfen in the stage.

There's actually a cut stage in Ultimate (I think). The Sephiroth Challenge stage appears to be a little different than the regular version as far as I can tell
The Smash Wiki mentions nothing about it being different in that mode. It only states that very hard is played on the Ω form, otherwise it should be normal.

Oh, I have an idea for Battlefield Poké Float.
It would be a front facing Venusaur, with his head acting as the main stage, the flower as the top platform, and two leaves as the side platforms, and the other Pokémon float in the background. Then for the omega variance you Just make the flower and leaves part of the background, and you're done
A squirtle shell would be cool, too.

The Ridley from Other M isn’t even the same Ridley from Super Metroid (his Smash design), it’s a clone. They could have absolutely had Pyrosphere .
Well done covering these cut stages. I think you're right about the redundancy factor playing into why most of these stages didn't have a return.
I think the best explanation for why PokeFloats (Pokemon Subspace) didn't make a return was it was just a lazily created stage. Models from N64 Pokemon Stadium floating around is just... not the most cohesive stage experience out there. Especially compared to what was supposed to be on that slot originally: Sprout Tower.
I really liked Poke Floats, too. The various Pokemon floats added a unique aesthetic that set it apart from other sidescrolling stages.
The fact the rainbow road isn't in ultimate still confuses me, it would fit PERFECTLY

Rainbow Road was cut from Ultimate because of Mario Circuit. On top of that, 3DS Rainbow Road wasn’t in 8 Deluxe at the time. So basically, everything you said about Mute City and Port Town applies to Rainbow Road and Mario Circuit
Mario Circuit feels so redundant, it's so similar to Figure 8 Circuit, but something unique like Rainbow Road gets cut.

I think the reason rainbow road didn't come over was because it was directly ripped from Mario kart 7, and they didn't want to remake the entire stage in HD just for ultimate.

Mute City & Rainbow Road I suspect got cut because they would have taken more work. They clearly put a lot of lavish attention into updating all the old stages, but I think traveling stages, one from a 3DS game and one from a Gamecube game, required more work over all. The slight touch ups that the Wii U provided stages like Port Town Aero Dive at least had slightly more to work up from.
If Tour (or 8DX's DLC) had been out, which gave the course refreshed visuals and geometry, they probably would have brought Rainbow Road 3DS back at least
Pac-Maze also might have been cut due to the ghosts now being an assist trophy, but that's just speculation
In the background of Green Hill zone, Knuckles can be seen in the background. His assist trophy is disabled on the stage. They could have been just disabled the ghost assist trophy.

If I'm not mistaken, the models of the Pokémon are from Stadium (or one of the games in gc) and Let's Go released November 2018, si they didn't have the models. 5:55 it’s also possible that Icicle Mountain was never particularly intended to be a stage but became one as a result of Melee’s rushed development. I heard recently that Ice Climbers have another unfinished stage in Melee’s files with an internal name that matches up with Ultimate’s internal name for Summit. It’s possible Summit was always meant to be the Ice Climber stage in Melee but they decided to take their Adventure Mode segment and make it a stage instead due to limited time, saving the Summit concept for Brawl. All of that to say that they may, in a way, see Summit as the superior version of Icicle Mountain similar to how they see Brinstar for Zebes and Corneria for Z, and thus they saw no reason to bring it back.

I think Poke Floats and Wooly World were cut similarily either because of the awkward platform designs or because they both include vertical auto scrolling similar to Icicle Mountain and Rumble Falls. As for Rainbow Road, I'm guessing since Mario Circuit from the Wii U had the same gimmick as this, they didn't feel like putting two Mario Kart stages that felt similar.

If I had to guess, the reason Poké Floats was cut is because Squirtle is playable now. It’d look weird to have Squirtle fighting on Squirtle. It’s not a GOOD reason, but it’s probably what the developers were thinking. Similar to Ridley being on Pyrosphere. Surely Alfonzo could have replaced him…

For Jungle Hijinx, they could’ve just had the bg fighters be instantly be put into barrels and launched back into the foreground before it transforms.
Besides, they got 8-player smash to work for all levels so none would be unavailable, so I don’t think they won’t do the same with Jungle Hijinx.
I think this is another case of the devs not having enough time, so it would be easier porting a different, simpler stage, instead of adding this small fix.
Or just have the background fall apart before the transformation, which is already a feature of the stage, as shown in the video.

I love/hate vertical scroller-stages. On one hand they bring a lot more variety and longevity to the game, on the other hand they move too fast which can feel annoying and unfair at times. Make them slower and lengthen the time the stage stands still to make it less stressful.
What I miss the most in ultimate are the scroller stages, mute city and the target practice gamemodes.

It may already be mentioned, but Mushroomy Kingdom from Brawl has a secondary layout that was cut when it returned in 3DS, and it was not reintroduced in Ultimate.
Also I unironically love Rumble Falls.
Sector Z was interesting because of its massive size. It’s way bigger than Corneria, so it would have worked well with 8 players and such.
Sector Z is better than Corneria because it’s a good bit bigger and thus feels more like you’re _actually_ fighting in the Great Fox. It’s so small in the Corneria version that it doesn’t feel like that at all unless you only have like Bowser and Ridley fighting as then you can just imagine them being closer to their canonical size.

I think for Jungle Hijinx, they could've also just had the stage not morph until all of the players were on the same playing field. Alternatively, they could've gotten a bit more creative and have the main ground and background slide together right before morphing, or taken a bit of a lazier route and just move any players in the background into the main ground right before morphing, either through some cute contextualization like spawning an enemy or cannon that immediately moves them, or even just teleporting them with an effect.

Um, you're forgetting the *underground* version of the Mushroomy Kingdom stage from Brawl! While the stage itself isn't exclusive to Brawl, the underground version is.
i like how 64's mushroom kingdom was chosen over melee however there was no need to nerf the pipes when the stage is banned.

Pokefloats was cut probably because it was a rushed stage to begin with.
In Smash Melee there were supposed to be two brand new Pokémon stages however one of them went bad in development so at the last minute they said "okay let's just have Pokémon fly around and you fight on them"
Smash Melee ran on the same game engine as Pokémon Snap so they quickly ported the models over just to make a stage quickly.
It probably isn't in Ultimate for that reason + they would've had to create all the Pokémon models from scratch.

i dont get why at all those 3 s tier stages were cut from this game. because with the rainbow road stage they could have done something similar to the mario circuit stage, with the pokemon stage they could have just used different pokemon or replace some of them and with the pac man stage they could have just put in the game.

Pictochat is NOT just Pictochat 2 with less features, it's a fully unique stage with different features (that are significantly more fun IMO, since SSB4 was the game that leaned hard into the "every stage gimmick must be as disruptive as possible!" mentality.)
the stage transition feature is why the vertical scrolling stages were cut iirc; the main issue was that trying to reposition players during the transition was a mess.
as for pokefloats, while the stage isn't actually a vertical scroller (as is commonly claimed) it was pretty obviously rushed in at the last minute. seriously, regardless of how much you like it, it is just pokemon models floating in a void. it's most likely that sakurai and co. simply didn't think it was worth bringing back.

The Woolly World stage was made near the end of development of Smash for Wii U as a method of promotion for Yoshi's Woolly World since it was coming out a few months after Smash for Wii U.
There was always something that would pop up in the miiverse stage that would make every match worth it
