How did you take out the seal? My vehicle has some kind of metal clip with tabs all around that's pressing on the housing that's holding it in. I can't seem to remove it.
@@davetaf1323 he mentioned the brake master cylinder was replaced before. that could have been due to break fluid leaking and over time the brake fluid deteriorated the diaphragm.

Make sure you lube that seal.
what type of lube?
Silicone grease.

That is not a dust seal. It directly affects vacuum. It's apparently a common issue with Honda...
