Horizontal Lap splices must be non contact with 2.5" spacing to meet building code specs for adequate shotcrete bar encasement , I would have never sign this reinforcement off if I was inspecting your pool.

I can see very loose soil to be shot over at walls, my view is, cursory surface prepration for shotcreting.

The engineer plans will show spacing for you. 12 oc and 6 oc is common.
You covered probably 1% of what you should look for at rebar but nice video.
