I notice most pools are constructed with 1 layer of rebars elevated a few inches above ground. Is it much better to do 2 layers of rebar with vertical spacing be like 8" apart? This way the top layer of concrete also has reinforcements to reduce cracks.
What about layering a wire mesh later above the bottom layer of rebar and another top layer of rebars. I think this would like about 14" thick of shotcrete. More expensive but probably never break or crack.

I live in a HOA neighborhood with concrete privacy walls in the backyard. Is it possible to get the excavation equipment back there without taking down the concrete walls?

All depends if you home has space in between the actual house and the fence on the sides , is usually a 5 ft set back for that and is barely enough to have a really small excavator in

Why is it that most pool builders don't actually build pools but manage subs ? Why can't a builder do it turn key if that builder has the equipment and labor skill ?
