What you mentioned about Tempered Glass was not true. It is laminated glass that has a layer of film. Tempered glass is heat treated. They do shatter but no that easy.

Please do the ceiling work first
Better apply one coat paint on the ceiling also( primer and putty)
If the floor is done first there is a chance to get scratches in the time of ceiling work
