This phenomenon geographically known as CORIOLIS EFFECT . While earth's revolution around the sun in an fixed orbit ...At a fixed velocity the atmospheric winds deflected toward right in the northern hemisphere and left in the southern hemisphere.. so it causes to formation of sea currents, typhoon, etc.
The effect controls the motion of earth harmonically without pell-mell.and so this reason the velocity of rotation at equator is lies maximum nearly 1675 km/h, and towards polls it would gradually descending at every degree of latitude

This is amazing video about the equator.
The force created by the rotation of earth is called "CORIOLIS FORCE". It is absent at Equator (so water don't swirl) and increases progressively towards towards poles. Any moving body in N.Hemisphere will deflect to right (So clockwise) & in S.Hemisphere towards left (So anti-clockwise).
The earth rotates from west to east and the speed is maximum at equator (that is the centre), so it produces Centrifugal force (outward), thus it neutralises/ counters the existing gravitational pull (inward acting force), so we tend to weigh less at the Equator.
