The Whisperers are essentially people dressed up as zombies that hide themselves within groups of zombies. Just in case anyone just wants to find out who they are.
What if you're a whisperer walking with a herd and you sneeze...?
I feel like Walking Dead is going to start suffering the "bad guy" equivalent of power creep. Each new villain has to be "worse" than the last or else they won't feel impactful enough to drive the story. Negan's worse than the Governor. The Whisperers are worse than Negan. Who's next that can be worse than the Whisperers? Zombie Hitler?
I kind of like how one of the last major threats is a group that is literally doing the exact opposite of of what ricks doing instead of rebuilding society just adapt to the zombies.

T-Dog did NOT die from a horde! He died sacrificing himself for Carol in the prison! I haven't looked at the other comments yet, but I hope someone clarifies this!
As a person born and raised in Virginia, I absolutely love how the majority of the Walking Dead's plot takes place there. 😊

The first Whisper on on the TV Show is Carol. She used the Zombie army to take down Terminus by herself.

The Whisperer War happens two years after they catch Negan
Carol was Sophia's mom in both the comics and the TV show. Though, the name and family is just about the only similarity when it comes to two. I love how they decided to make Carol a badass in the show, she adds so much to the story, in my opinion.
There's really no reason to assume heath is dead right now. In fact I'd put money on him still being alive.
