Yes they came with metal wands. The model you have (I have the same one) and the black model with the variable speed control. When the handle is in the upright position all of the suction is diverted to the tools. There is a door in the dirt duct that is on a spring and closes the airflow to the agitator cavity.
I like these better than the Decades and the Elites. I like the Innovations equally and the Dial-a-Matic for being the first ever clean air but the Convertible for its excellence and the Concept for its performance and build. I loved mine. Would have really loved this last model with on board tools.
My grand mother had one of these. Both of them actually. One of them had a blue one and the other had one that was a dark green/teal. I wish I could buy one somewhere.

There's lots of classic vacuums that are worth fixing but companies would rather discontinue parts and make you buy new vacuums that maybe last a few years.

I think to make it suck thru hose you have to move the carpet height selector and select tools or hose mode if you ever wanna sell it I would buy it :)
I found one of these at Goodwill today. Once I get it restored, it will run like brand new.

The concept series one of my favorite hoovers beside the convertible/decades and elites

That was the last Hoover power max self propelled upright vacuum cleaner was last made in 1994

Check your diverter door for the suction it may not be closing all the way or broke.
I didn’t realize my Kirby was so loud until I used a Miele C3 for a month. The Miele is so quiet that my dog will let me vacuum her.
I wonder what the CFM rating on this was at the power head intake.
Sucks parts for these classic vacuums are getting harder to find. I mean some new vacuums are good but nothing beats a classic vacuum.

Those extension wands are probably from a Hoover canister.
Seems louder than my Kirby.

The problem on these Powermax's is that there is no tool mode on the carpet height selector, this is all they give you.

Wow the tool suction is so bad it made tool suction on the elites more superior in comparison
On board tools for the PowerMax was really much an afterthought after the Elite debuted it on their vacuums back then.
