But according to UK.gov site, which publishes tables with kW rates for EU counties for small, medium, large and extra large consumers. Germany kW rate in 2023 for small consumer was 18.36 pence.
Did your measurement take power factor into account? This kind of measurement results in VA, not W. Also, your additional transformer looks to be a ~50W job, it'd be long gone before any breaker will trip.
We are demonstrating that stepdown transformers waste electricity without load and are not measuring the actual billed kW's here. The control transformer has a fuse on the primary (most modern ones have a fuse holder already attached to the terminals like at 4:10).

The new electric meters are what is using the power as they require power for their WiFi to submit your readings to the electric company.
It's not true. Smart meters are powered by utility company and consumers are not charged for the electricity consumed by those meters. Just Google it.
