An officer can absolutely detain persons under reasonable suspicion during the course of an investigation (such as looking for a suspect); reasonable suspicion in this case would be justified by appealing to the description given to the officers and the persons proximity to the location the crime was reported to have occurred.
This is the same as a patrol officer pulling over a vehicle matching the description of one that is involved in a recent crime; there’s nothing wrong with a person owning that car, but the officer can absolutely pull that car over to see whether it’s the people they’re looking for.
The standard needed (legally) in the US for an officer to detain someone is known as reasonable suspicion (and there’s lengthy explanations online describing exactly what that standard is; it seems excessive to write it all here).

I get it he’s trying to be so understanding not racist
I can hear the hesitation and nervousness the officer has. He's scared. He's not racist, even though he got the wrong guy still. & I guess like what top comment says, its nice this jogger wasn't offended and complied as well. He's prob scared too
This is how it should always go not “GET ON THE GROUND NOW”
Not necessarily. What if they were looking for an armed murderer instead of a burglar? Every instance is unique.
@@RazorbackDevil even then.
The One if the police think he’s armed they’re gonna tell em to get on the ground.
M Sizzle the cop will be a bit more tensed up knowing that the suspect is armed and is willing to kill. Doesn’t mean that he should get out his patrol vehicle lighting the suspect up before even confirming the guy is the right guy but would be understandable to have his hand on his gun ready to draw just in case that it is the suspect.
who r u referring to when u say "get on the ground". It depends on the context of the situation. If u got a weapon, or u got a warrant out for ur arrest the have every right to say that.
With everything happening right know in the America, this is refreshing.

@Timothy Somerville you do realise these kinds of encounters happen everyday right? Compared to police brutality, this happens a hundred times more. The only reason why you mention Mr Floyd is because thats what the media feed to sheep like you, and its clearly working.

@I P How long has BLM been around and how long has this been an issue? The police were acting in a humane fashion because of our current climate. Imagine if they thought they 100% had the right guy. The police usually get physical, then investigate and let's be honest it's easier to just say you have the right guy than go through an investigation and keep looking.
I P it’s called research and learning, but ok.
I P Breonna Taylor was shot in her sleep. I think it’s been established that cooperating also doesn’t guarantee you won’t be harmed either, which is an issue. Some people cooperate and still get slammed on the ground, thrown in a headlock, tasered, kicked, etc. That’s not brainwashing, that’s a literal reality and it’s always been this way. You’re just now being able to see it.
Matt M cancel culture at its peak
Just let that sink in, the police has to suspect you of a crime, in order to test your character. That's really sad IMO
