Cops like this understand their job's purpose. They aren't there to give out tickets. They are there to keep the roads safe and make sure everybody is obeying the road rules. If that means tickets, so be it, but if that means giving warnings and being lenient, that bit of leeway might just be more effective at ensuring road safety.

has to be able to pass inspection and get a sticker if you want to drive it on a public road. I'm guessing the go-kart is missing about 95% of the equipment and emissions it would need to get a sticker. still cool though!
