Perhaps, they could have a paid feature to transfer purchases to a new account. Like a one time purchase,one time use migration service. 15$ to migrate sounds about right so its not abused.
Not sure my suggestion would really help, but maybe. Create a new iCloud account. Yes, all your previous purchases will still be tied to the current Wilmer account, but if you create two user accounts, one for your main use/new iCloud and one for "WIlmer," you can still have and use the apps purchased through Wilmer on the other user account just fine. Updating those apps may (almost certainly will) require you to login with your Wilmer account credentials, though you should be able to do the updates from your new, main user account. But yeah! Even this would still bug the crap out of me. Apple does do a lot right when they make decisions that we cannot alter, but when they do it wrong, they really seem to do it wrong!
Maybe you can create another iCloud account and declare it as part of "family sharing"... so you may use all your purchases with your new account (???).
Lol, just give up this iCloud account and make a new one. I was having trouble with my iCloud account when I wanted to switch my account's region, then I gave up and started a new one, buying all the apps again. I also had to add my whole music library songs-by-songs again. BTW most scenarios you mentioned can be solved by alias.
You watched it then complained how funny. A lot of people deal with this and it’s frustrating as much as I love apple. I agree iCloud is and will always have its issues. That said it’s not always easy to just create a new iCloud account when you have years of work saved up. Migration from one account to another would be nice but is it possible no not at this time to my understanding. There in lies the issue.

I have the same issue!!! And it’s killing me in my head. And that’s only reason why I opted out to using Gmail.
