The idea of an air filter is to allow clean air into the engine, a new filter will not stay clean for long if you leave the dust from rust in the housing. Clean things out, it doesn't take long and pays off in spades in the long run.

You do a great job, but I will give you one piece of advice. It is better to grind back the rusty area and then cut out the actual rust. Cut the new piece to fit the hole and flush weld it in. It looks better and removes the rust trap you created when you simply plated over the holes.
How many hours did that thing have on it? Was it poorly maintained or alot of use that made the deck rust that much? I have an 2003 Tiger Cub like it and kinda was wondering how long my deck will last.

I think someone let wet grass stay stuck to the deck during and between mowing seasons.

I’m confused as to why you didn’t just trace your metal plates on the existing deck, cut the deck and then weld the pieces in the deck.
Would have taken 4 times as much work. The way I did it will last for years.
For the money spent on those rattle cans, I’ll bet you were a bit disappointed in the match
