@9:47 which makes sense as to why team rocket uses A LOT of these pokemon [like koffing, raticate, meowths] they are harmful to "non native environments" so if they die no big loss just pull another one from the box. also team rockets not as bad as you may think, there are A LOT of theories out there proving that Giovanni WAS THE GOOD GUY[maybe not a nice guy but a good guy] of "pokemon red and blue" and WE/RED were the bad guy.

Unfortunately he doesn't remember and instead was found by a shiny nihilego which self inserted itself in the role of lillie by tampering with his memmories, and in those memories she resembles lillie but with a yellowish outfit. So its not that its coincidentally lillie its based off that episode's main story.
