Idk what the Hell kinda sketches you're watching, but SNL then and now will often be subtle about reading cue cards. Some cast members don't get as much time to memorize their lines (perhaps they're in more sketches). And honestly, it's all about how they play off looking at the cards. Sometimes it can be really noticeable unless they make it part of their character. Kristen Wiig, for example, plays off the reading in a very good way, because her characters are usually very quirky. Camera angles also make a huge difference. Also, as you can see, the quality was way worse back in the day. If it's more noticeable now, it's because you can actually SEE them reading.
We're on a steady schedule of fashion repeats from the last 70 years. See also: bellbottoms, plaid flannel, that goofy 50s-looking pompadour a bunch of queefy dudes have these days, etc

Watched this live in 93 and had the VCR running because Paul McCartney was on it that night. Turned out to be one of my all time favorite SNLs. Every skit with Alec that night was hilarious
