    The first part (0:00 - 3:07) shows the lower level of the Jianguomen (建国门) overpass. Designed exclusively for bicycles as can be seen here. A few years later cars were also allowed here since the original flyover design didn't consider car access to surrounding local roads. Today the bikes (what is left of them) are limited to perhaps a third of the road space seen here. Total waste of an excellent idea...
    Design of the 2nd Ring Road overpasses was in general a total disaster as soon as cars became even moderately more frequent than was the case in the late 70's/early 80's up to - say - 1992. Not only were every second intersection NOT grade separated in the original design for the 2nd Ring (however rebuilt/added in the nid 90's), multiple grade-level conflicts between bikes and cars happened even in the so-called flyovers.
    The later part of the clips seems to be the Dongdan (东单) intersection, right?
    The black bicycle number plates were reserved for foreigners in the same manner as diplomat cars had black plates. My bike had a black plate 09939 which I got after a serious number of red tape. At that time (1996), most people did no longer care with registering their bikes (Chinese as well as foreigners). I still did it because why not? ;). However, it got stolen... :( (the plate, not the bike). A year or so later, bike registration stopped for all. At the same time Beijing got seriously clogged up by cars. It still is.
