Because of Ake's mistake that's all. If there is no mistake, not sure if Liverpool would believe and creat all those chances in the second half. It is just like last year, when Arsenal was wining at Anfield, and Xhaka made a challenge on TAA, and then the fans woke up and Liverpool stated to play. Before that, they weren't playing.
Before that, Liverpool was not that good. They had only 1 shot on goal. In terms of football, you can't just win a Premierleague based on the pressure of the home fans, mistakes of the opponents and goals in the last minutes. It is working at the moment, congrats to them, but it is not a viable way to win a Premierleague. And when they play Arsenal for example, they lost 3-1 without even being dangerous.
For the moment, everything is fine for Liverpool, but don't forget that they were also very lucky to win somes games like vs Burnley at home, vs Palace away or even vs Forest away. But luck won't last forever

City only controlled the first 25 minutes lad.
Liverpool were in control after that.
      Everyone said it.
And even though 19 shots were not all on target, it still takes possession and attack to create said chances in the first place.
Liverpool had more chances, more shots, more yards run
They dominated the majority of the game, with 5 first team players missing!

Especially with 5 fringe players on the field. Pep had to substitute KDB for Kovacic to try and protect Rodri who was all over the place. Foden was invisible. Harland was a passenger. Silver was no show and Ederson besides conceding the penalty is injured. Penalty against MacAllister was an indictment on VAR.
