In the 1950s, the federal government built hundreds of highrise apartments for low income people in cities like Chicago, Baltimore, etc. They soon realized that between the vandalized and broken elevators and the rampant crime, this type of architecture was not working. Crime was so bad that some residents slept in their bathtubs to avoid gunfire. I remember when the Baltimore City police were ambushed in one of the courts, being fired at from snipers 8 stories above, and they had to use a SWAT vehicle from a neighboring county to rescue them. Barely 30 years after they were built, they were demolished, at another huge waste of FEDERAL tax money. LA already has a crime problem; have they not learned from others' mistakes? Perhaps they should renovate some of their existing housing. Perhaps the city needs leaders who actually know how to solve problems.
I knew a woman from Alabama who had to live in a low income complex. She said they ran it like a boot camp. They had monthly inspections, trouble makers were sent packing, the grounds were always kept clean. Higher income people would drop by to see if they could rent because the place looked so nice. I see a need for this type of housing because the private market can no longer provide affordable housing for low income people. Strong controls are needed to keep these places from going to seed. This California project was a marvel to behold in government contracting, No palm was left empty, everyone gets a piece of the action. Low income housing like this project became a income enhancement scheme to power groups.
I was born in LA and I can tell you it has really changed since the 60s . The Homeless Industrial Complex is Big Business in LA. LA is Doomed that's all there is to it.
My question is: After building all these apartments for the homeless, who will foot the bill for their rent? Rent and housing is an ongoing endeavor, surly the homeless can't afford the to keep up these costs.

Those 1 room 12ftx8ft tiny homes work well for single people. Most of the communities that have started these have rules you must follow. There is communal kitchens, bathrooms with separate toilets and showers. Really good communities have social workers on site, with job assistance/training, addiction consoling, etc... These are usually for short term, letting you get back on your feet. In LA with the cost of living being so high there as well as rental prices it would be more long term. On Oahu Hawaii there is a well known homeless community on the West side of Honolulu. Most homeless people in Hawaii work 2 or 3 jobs, they just cant afford to rent or buy anything due to the housing cost. It is the same in LA.
Anything that is built or refurbished should be done so in dormitory style. These people do not need their own bathrooms or kitchens. "Beggars can't be choosers"

Someone should have spoken to Mayor Richard Daley of Chicago as to why he had to tear the Chicago highrise projects down. Crime, rapes, drugs, vandalism, elevators broken, gangs. They opted for scattered site housing throughout the 5 counties surrounding Chicago.

Driving past the projects here, and they are located I think 3 to 4 different areas or more, you can see it declined proprty values for surrounding homes. Well this is exactly what I should be done. Another prime example of how great Governor Gavin Newsom is. This apartment complex will take homeless people off the streets while still providing them with treatment for their conditions. I'm glad that these homeless people are now living in luxury. Another great idea would be the give every homeless person a universal monthly income. Next, the city of LA should build more luxury apartments primarily in Laguna and Beverly Hills. This would show the progressive growth within the city by mixing different ethnic groups along with low income. California is however still lacking with not building luxury apartments for the LGBTQIA+++ community such as myself. Trans lives matter!

We renoed 2 duplexes and a SFH to the point where young professionals love it for about $120K--new electrical service, new plumbing, new heating, new drywall. We did all the work (I know, filthy word) ourselves.

Yes, it did not need to be a new build luxury tower. It would have been much better to renovate existing run down buildings. But homelessness is really a bad problem in that area. These people are living in tents (with pets, which is heartbreaking). Once they have a residence, they can get medical/mental health care. Then job skills training and actual jobs. Some (not all) will become tax paying members of society. Get their own place and the next person moves in. Let the government manage this and leave landlords alone. Done.

The regular "Weingart Center" shelter houses nearly HALF of my zip code's registered s.. offenders. They average about 45 at any given time.
