    A few comments and caveats post production as always:
    1) This is a really fast moving area, so since this has been recorded, the $30b ask I mention has already begun evolving in the Congress, with the amount increasing and a particularly large spike in the amount allotted to increase the Presidential Drawdown Authority - watch this space.
    2) I am conscious of the concessions on detail I made to keep this one below 30 minutes. The historical lend-lease scheme in particular is described in summary, and it was much more an aid scheme than a credit scheme in practice (it was in fact partly invented to avoid the bad experience of giving loans as the USA had done in the past) but I make those concessions for the sake of brevity. Likewise, foreign military financing usually comes with more conditions that just being given a credit card (what is bought, from whom etc.) but that's not central to the point being made, so I left that detail out. I mention this only because I know that any lawyer familiar with these frameworks is going to want to say "it's a bit more complicated than that" and they'd be right to do so - I just didn't want to turn this into a lecture on US legislation more than it already was.
    3) This was recorded before the Ukrainians came out with the joke video that showed lend-lease getting them Star Destroyers. This doesn't detract from the video, other than robbing me of an easy gag, so that's unfortunate.
    4) I want to stress again that when I say Lend-lease isn't important - I mean that in a context where the US is doing a lot through other mechanisms. I obviously can't predict how the administration would chose to use this authority in the event that the bipartisanship that is pushing these huge aid packages through Congress breaks down.
    5) As for the random green flashes that randomly appeared in the video after it was uploaded - but which didn't show up in the pre-upload version, IDK, I guess improving my audio meant it was time for another technical challenge. I'll look into it next time before setting a video to go live - apologies if it's distracting.

      There is always the gag about finding out the US not having universal healthcare; because the increase to $40B USD in the house passed version required stripping $10B in human malware funding because one party in particular thinks plagues you just YOLO.
      So not only hardware but lives of Americans are supporting, when we could do both. Slava Ukraine.

    I think depth and detail are more important than video length. Shorter videos like the one are just fine by me, as long as they retain the depth of information and analysis of your earlier, longer work. If it's easier for you to break things up in to smaller questions and thus make shorter videos, go for it. Just please don't sacrifice the detail for the sake of reducing the video length!

      Cheers Ian, appreciate both the input and you dropping by. Can we expect a video on the many examples of weird, wonderful, and ancient firearms that are surfacing in footage coming out of Ukraine at some point in the future? I never thought I'd see PM M1910s with red dots or mounted on technicals in 2022.

    Don't feel bounded by the video runtime. If a subject takes 5 minutes to cover, take 5 minutes. If you need 2 hours I'll be here for 2 hours. Keep up the good work.

      Exactly! This is TH-cam, not broadcast TV. Set video lengths aren't required. The only caveat I can think of is audeince expectation. The difference between a 1/2 hour or a 1 hour slide deck presentation isn't really that much, I'm still going to need to be settled for a bit, but if Perun wants to experiment with even shorter, maybe pick a video title and/or thumbnail that mkes it easier to tell at a glance if it is a "long" or a "short" presentation.

      Mark felton is a very successful historian on youtube and he has like over a million subscribers. The guy makes videos that go from 5 min to over an hour depending on the subject. You dont have to stick to one format.

(Bionic 6 million dollar videos) Well, maybe that's a stretch, but we all do have the ability to pause the videos for dinner, toilet breaks, beating wives and children and all the rest of that foolishness..       I don't know what's involved, but I've seen plenty of other explainers start shifting over to Nebula so they didn't feel limited to a certain video length to appease The Algorithm.

    Personal opinion on the video format: I prefer the level of detail in the longer videos. That said, many topics don't require that deep of a dive so these shorter videos are useful for the simple discussions. I'd like to say I'd rather wait and see a longer video tying multiple related simple topics, but that forgets the value of quicker turn-around. I don't usually advocate for faster content, but the entire situation is dynamic and getting info quickly is definitely important. Remember Perun, your health (physical and _especially_ mental) is more important than these videos will ever be. Take care of yourself and don't let audience pressure push you somewhere you don't want to be.

    I think. Like I said in my video. Like all good legislation, is that it sets a precedent. Now that we have officially said (We being the West) Lend Lease is back. And now we’ve said that, symbolically tying it to WW2. It now essentially paves the way for us to say “what you need, you get”. It’s essentially ensuring that Ukraine doesn’t lose. It now remains to be seen whether they can win.

    Both the "short" and long format are good and have their place. For this subject the "short" format was definitely better, but for some of the previous videos it would have probably felt a bit brief to not have the 50+ min detailed analysis. Just take care of your health and keep making whatever content you feel will be interesting and won't burn you out!

    Dear Perun, I'm from Germany and have watched all your videos in context of the Ukraine war. They are really helpful in getting a deeper understanding of the conflict (military, economic, strategic, logistical, nuclear etc. aspects). While many experts have hardly time to explain their views in detail in relatively short mainstream media interviews and debates, the format you provide allows a deeper understanding of all these topics with their underlying logic/reasoning. In that sense, I would encourage you to keep the one-hour format as an option, in order to allow you detailed, specific, holistic coverage of the topics you chose. I take the time to watch it. And I also use your contents in discussions with friends etc., in order to provide them a better, more realistic picture of the development of the war, global geopolitics and what should be done from Western, also German political perspective. Thank you so much for what you do!

In a world that has all of a sudden become scary and bewildering, you provide a clear-eyed, honest assessment of the military, political and economic forces at work around us and how these forces are at work shaping our now uncertain world.     It should also be noted, that the EU is discussing to make mutual debt to the benefit of Ukraine. If it goes through, Ukraine will be able to use the western interest rates to take on capital. It is not flashy like arms deliveries, but the effects on the war could be huge.

    I'm here for the depth, thoroughness, nuance, and circumspection you have exemplified thus far. Don't care about length.
    Makes sense that you'd want to think about shorter videos, especially for commenting on rapidly evolving situations. At the same time, I have loved your longer videos and would eagerly watch ones that are far longer if the quality is what it has been thus far.
    I'm with Forgotten Weapons on this: make the video you need to make to give each topic the kind of treatment you do so well, and let it be as long as it ends up being.

    I like the shorter format. Granted, who doesn't love a one-hour deep dive into the nitty-gritty (and at the beginning of the conflict, we needed that), but these shorter presentations are still packed with information and if they can address developments quicker (e.g., I literally googled "Lend Lease Act" two days ago, so this episode all but read my mind), I'd love to have that. Huge, mad props to you for doing this and doing it post-COVID. Stay well, sir. You are a treasure.

    Great video, definitely a highlight of the week even in its "short" form, so if its better for you, stick with it!
    Personally prefer the very long in depth ones, really refreshing to have good hour+ analysis available. Mainly because it's just not something easily found anywhere else and since it's one per week of those at best, I really liked sitting down with a good coffee and fully concentrate on it, sometimes discussing it with someone else or looking up stuff further afterwards (like WW1 drafting and logistics for example).

      I second that praise for the longer form! I'm a mechanical engineer and economist, so the greater level of detail in the longer form is wonderful. For me! Has to be said that for this subject, of which I already had some knowledge, the shorter form is fine too, but I'd be sad to see the end of the longer form for more complex issues.

    The "shorter form" is perfectly palatable for me. To be honest, I enjoy the longer form too. I guess it really comes down to whether the subject can be covered satisfactorily in 30 minutes or whether it requires an hour. That's got to be down to you really! All I can say is that you are one of the "go to" resources I've been relying on over the last 3 months.

    One way that lend-lease may become a game-changer is in allowing an avenue around the EU / member state problem of not having sufficient materiel reserves to match their will to supply Ukraine. Now they give economic packages, guarantee loans and Ukraine has the means to translate that into arms. This will also encourage the military industrial complex to start ratcheting production. So, it is very significant in that sense.

      @@ma7rix13 Absolutely. If you look at the comparative defence budgets it throws it into even sharper relief: Nato $1.2tn, Russia $0.06tn*.
      You've got to remember that over half of Russian GDP is raw resources so comparisons with Italy / Florida, who have complex, advanced industrial and service economies, really isn't like for like.
      *That's from memory, do check.

    Your videos help me evaluate what we are all seeing through the media, traditional and otherwise, in a far, far better way. I have felt my capacity for critical analysis in these domains increasing steadily due to watching these presentations. It manifests in the questions I ask myself about armed conflicts, which are becoming steadily more incisive. How often can one say that about a TH-cam channel? It’s a damn impressive thing you are doing. Thank you. Thank you a million times over!

      Instead,
      • I watch long format content like this to understand the bigger picture
      • I follow a few select analysts' twitter feed for more regular updates, the the threads contain explanation and context
      • Twitter feeds of actual people on the ground

    "Short Form" I honestly couldn't tell a difference between this and the hour long format. The information presented thus far has captivated my mind to the point that I don't even notice the time going by. I encourage you to take whatever amount of time you deem necessary to explore the topic in full, and this video accomplished that much in my opinion.

    At the outset of WWII, the US accounted for 50% of the world's industrial production, an astounding number, so the fact that 20% of the US's defense spending was channeled to Allies represented an enormous amount of materiel support.

      While US based manufacturers supplied thousands of trucks to Russia via lend lease, mostly Studebakers, Ford carried on production within its factories in Germany and 2500 Ford model S3000 trucks carried Wehrmacht troops and supplies during operation Barbarossa.
      Ford himself was never prosecuted at Nuremberg, only the German industrialists themselves (some directors even imprisoned) for supplying and profiteering from German war materials, such as Porsche, BMW, Messerschmitt, Krupp AG, Siemens, Auto Union/puch (Later known as Audi)
      Standard oil (US) supplied the bulk of German fuel stocks, stockpiled for 4 years prior to the invasion of Poland.
      Germany had no means to produce oil prior to WW2, only coal gas.
      Hitlers large tank army would likely never have made it through Poland, France nor its Luftwaffe been able to attack Britain for 4 months without the pre war stockpile of US oil.
      The same Standard Oil US linked to George Bush's grandfather..
      During WW1, up until the sinking of the Lusitania, the US supplied both Britain and Germany with 35% of their artillery shells. The US stock market boomed at that time due to increased production demand of war material in Europe.
      Much controversy surrounds the sinking of the Lusitania.
      Germany growing ever more annoyed at the US for also supplying Britain, the larger empire with ever growing numbers of munitions claimed the Lusitania a civilian passenger ship was carrying munitions bound for Britain, Witnessed by German spy's in New York obtaining a copy of the load manifest.
      The US denied this claim and entered the war in response to the loss of American civilians during the sinking.
      The Lusitania, now a protected dive wreck laying off the coast of Ireland was classified a dangerous conservation wreck site in 2015 due to unstable UXBs onboard..
      By the end of WW2, the US had built 37000 warships. A feat never matched to this day.
      By 1943, one LCT could be constructed every 10 days.
      Britain took until 2016 to pay back the Anglo US loans from WW2, defaulting on the loans 6 times in 60+ years.
      A percentage of the British Gold stocks that Gordon Brown sold off for approx 11 Billion GBP immediately after the 2008 financial crash went towards the Anglo US Lend lease interest payment that year.
      War production was a good companion for the US industrialists throughout the 20th century.

      @@ljt3084 Henry Ford was a nazi-sympathizing POS and did manufacture trucks for the Germans. But he lost control of the Ford factories in Germany after the US entered the war, and didn’t make them after that point. (Although the German government seized them and used them to build trucks). GM also built trucks for Germany before US entry. Chase Bank froze Jewish accounts in France at Hitler’s request after the invasion.
      Britain never defaulted on the post war Anglo-American loan, and all Lend-Lease aid was written off by the US. The loan was only for about $3.5 billion at 2% interest, and could have been pig off much earlier. Britain made minimum payments only because the interest rate was less than the rate of inflation, so it was cheaper the longer it went on. What you’re thinking of is Britain defaulting on its WWI debt in 1932. The US never officially wrote off this debt, but has never tried to enforce it.
      The US definitely didn’t provide Germany with 35% of its artillery shells (or any meaningful amount) during WWI. This would have been literally impossible. The Royal Navy had a total blockade of all Central Powers ports. The only thing that could get past was u-boats, and only one visited a US port during the war. Germany may have bought a lot of shells before the war started, but the current alliances didn’t really exist then.
      Yes, it is now generally accepted that the Lusitania was carrying munitions.

Funny that Ukraine turned off 25% of Germany's gas (presumable with US permission) at the same time Germany was threatening more sanctions. Germany likely to crash into a recession.

    I hope that if and when this particular conflict calms down or ceases, you continue on making content like this about other conflicts or "situations" around the world, this reminds me of a wittier, longer, more in depth version of caspian report. that being said, i appreciate you doing whats best for you but i hope the videos dont become TOO condensed and too "youtube-ized" if you know what i mean, the long format is my favorite.

    The act also covers assets delivered to our Eastern European allies. In this case, the exemption from having to take into account Defense Industrial sales is probably pretty key.
    So, Poland is already buying M1 Abrams Tanks. (M1A2 SEPv3). Those tanks will take a year or two to get there. But the US could "lend" M1A2 SEPv1 tanks to Poland at very low depreciation rates.
    Slovakia is buying Block 70 F-16, which again will take a few years to deliver. The US can lend Block 30 or block 40 birds without having to worry about Lockheed. Similarly, US can lend surplus block 40s to Poland while they wait for their F-35s.
    This would allow our allies to more quickly divest themselves of old Soviet equipment, and accelerate the integration of NATO standard equipment.

    The Arctic convoys to Russia of the British Merchant Navy and allied fleets were of immense importance. I feel that a blind eye is wilfully turned in a lot of quarters to the many British, Canadian, American (etc) lives lost taking aid, specifically to Russia.       My wifes grandfather who died about a decade ago was on one of the British submarines tasked with protecting shipping on its way to Murmansk. He was injured twice during that, and suffered serious PTSD for the rest of his life. Think about sitting in a tin can while German depth charges explode over your head.
      Doubly odd is the fact that he was not just an Irishman but a supporter of Irish unification at the time, basically a wartime supporter of what would later be the IRA... on a British submarine, fighting Germans and aiding the USSR.

      Do you have data to back that up? How many, for example, Javelins do we have? At what rate are they being produced? At what rate would they be expected to be expended in a war?

      I wouldn't say javelins are going to be in abundance, but there are definitely other munitions systems that can be given. Those new howitzers are arguably just as inorganic as the initial javelin stockpiles, as Ukraine can now match Russia toe to toe in terms of artillery capability.
      Right now they only have dumb munitions, but it's likely they'll be given the smart munitions in the future once troops have been trained in it.

    I might suggest that another important impact of this legislation is to codify US support for Ukraine as _official_ US policy, meaning that the US will have greater power to address internal reservations against said aid.
    Can't forget that the US is still a government by concensus, and that individual people and groups absolutely can and have changed US soft policy. Signing a bill making the support official hard policy streamlines a lot of things which wouldn't be covered by any particular legislation.

    I like the more in depth longer videos, because you do them really well. It's what I love about this channel, you don't just scratch the surface, you go into detail about the subjects and try to actually examine the topic in more detail. Granted, if there's not enough material to fill out an entire 40 minute video don't feel pressured to try and fill it out, if a topic takes less time to explain that's ofc fine! But yeah, I love these videos because of the deep- dive!

    Your "short form" videos do a fine job of explaining the situation without a reduction of detail to the level of new bite. In short, this is still analysis, just concise.
    Some of us (me!) are fascinated by the historical details left unexplored, but they’re history, which is to say not going away, and easily (and rightfully) deprioritized in favor of current events.

    On the point of "debt-trap" the Soviet Union never returned the full value of Billions of dollars of equipment that was leased, and it was understood that it could never return so much money so it was settled at an astronomically lower fraction.

    I was sad when I heard you were moving away from long-form videos, but then I saw this was 30 minutes long. 8 to 10 minutes is short, I doubt anyone will have an issue with 30 minutes (especially when you're providing the majority of us this content for free).     I'm yet to watch all the way through but I have to comment on: "I'm gonna do this in a relatively short form, this is not gonna be a 50 minute video this is me trialling a shorter form that's perhaps a bit more kind to me in the post-covid sense" and yet you still put out a 30 minute video.       Nato is going to push to far, when the nukes will fly.

Which Obama who despised the russians was trying to carver more territory from russia which he had tried in 2008 when the US supplied and trained Georgia who invade South ossetia.

      The USA does not test weapons during war. All US weapons are tested before mass production.

    The videos should be as long as the subject demands. If you feel you can cover a topic with enough detail in 30 min then yes, there is no reason to make them an hour. This one didn't feel rushed or abridged compared to your other videos.
    I would still welcome longerform videos once in a while if you feel up for it, but I certainly do not demand it.

    I think the majority of your viewers are simply impressed by the detail, accuracy, and thought that goes into your videos. This is undoubtedly the best commentary I have found on the war. If you haven't yet recovered from Covid-19 you should do what is best for your health. After all, none of us has genuine need to know we are all just curious observers. The shorter format probably works better for some topics than for others. In this case it allowed you to present a basic understanding of the facts. Other sources are available for those that want to do a deep dive. Be well.

    Length feedback: I like both the long ones and this short version. I probably prefer the longer versions but I'll honestly take whatever I can get. I enjoy learning more about things I thought I knew reasonably well and the clear explanations and presentation style work perfectly for me. It is also refreshing to look in the comments section and see the level of debate excited by these and not just political point scoring, misinformation and disinformation and simple trolling that populates many other arenas.

The difference is that these are topics you obviously care about and are immensely knowledgeable on, so long as that remains the case, I'll watch whatever you put whenever you feel like it. If you drop the best researched 4 hour long presentation the world has ever seen after a year, I'm still happy.
    Make the content you care about, and I'll be here to watch it.

    This “shorter” content was great. More thorough than anywhere else.
    If shorter content makes life easier for you in your post Covid recovery, go for it! Go shorter if that is more efficient to get your thoughts distributed in a timely fashion.
    Editing an hour video, especially the coughing, must take an enormous amount of time. I look forward to watching whatever you post, be it 3 minutes or 3 hours long :)

    The detailed nature of your presentations is what I'm here for. If the most important & interesting details are so numerous that they practically demand a long vid length, then that's the only way to go.
    For video subjects like this one where the details fit within half an hour, I'm still captivated, so I still latch onto it b/c the quality of your work remains high.

    I'm about halfway through, and I'm surprised to see that Perun considered it only a game-changer with an asterisk. In one of the "long war" videos, he said that one of the things Ukraine needed was a longer-term commitment from the US (or west more generally) to provide ongoing military assistance, not just the few hundred million here and there. Lend-Lease 2.0 seemed to me to be exactly that, so I'm curious to see why he thinks it isn't a game-changer.
    EDIT: finished the video. I guess the answer is "the Lend-Lease part doesn't change things the way it did in WWII (where it got around neutrality), and the amount isn't big enough to be completely overwhelming."

      Just to be clear, the Lend Lease act and the proposed $30 Billion are not the same thing. The Lend Lease is only the two rule changes presented at the beginning of the video, while the $30 Billion is an extension of the type of aid the US has already been providing.

    I thought this was great, but I love all your work. Short or long, I don't care really. This is some of the most informative content in the internet regards the war. Yours and Vlad Vexler (who is a Russian born political philosopher, giving insights into the psyche of Putin and Russia) is among the best thats out there, IMO.

    Great video as always. One detail about the bill that I have not seen anyone touch on is the fact that section 2.a paragraph 1 of the bill doesn't just enable lend lease to Ukraine but to other Eastern European countries impacted by the invasion. Since the NATO members in Eastern Europe are giving a lot of their old soviet equipment to Ukraine, this serves as a quick and easy way to replenish those stockpiles with American equipment, as well as potentially other forms of aid as needed.

    I really like the short form. The longer videos I actually have to break up. I can listen to these highly informative presentations while I am doing my work, but after about half an hour, I usually change what I am working on and also need a change in what I am listening to.

    I must say how much I appreciate the work you are doing to help me understand this conflict.
    Regarding the short(er) form video, it is beneficial for topics like this where the history and political aspects of lend lease could lead to an excessively long review of the American political system and the military industrial complex. I think you got it just right for someone who wants an introduction and basic understanding of what's happening with Lend Lease 2.0.
    Agree on the Star Wars meme with the Imperial Battle Cruisers. Its was priceless.

    Want to appreciate the level of knowledge you have about what is going on inside my country. Even more appreciable is the fact that you reflect on information that is not as widespread, and is usually mentioned in Ukranian news rather than western. Also, it would be nice if you could expand on the situation in Mariupol, and how our southern border was unprepared for the invasion from all of the possible sides, rather than just the east.

    About "short" content like this. it is absolutely fine with me and potentially even better, since not every topic needs the same amount of time.
    for example a mythbusting video might be better served at 10 minutes, if the underlying myth doesnt have that much material to it.

    The length of these videos doesn't really matter. I've been following you since the first video on this invasion, and every single video has been quality gold.
    If, as a bi-product, shorter videos mean more videos, that makes me happy.
    Whatever you end up deciding for, shorter, long, a mix of both, I trust you to deliver quality content. That's what I'm here for. Thank you for all the fantastic videos so far.
    These are really presentations I can close my eyes and just listen to, and poof before I know it, it's over and I crave more.
    Also, I'd love to see a video debunking myths and confirming facts. Also, I'd love to hear your opinion in the apparent stagnating that's happening now. What does this mean for the Ukrainian population, can they start rebuilding infrastructure or do they prefer to stay out of the country until the conflict is resolved? I'd love to see a video dedicated to the humanitarian aspect of the conflict, past, present and possible future.

    Love this formaat, for a slightly narrower subject. The previous ones give a good baseline, the subjects that come up fit that whole framework you made and expand on it. Its almost like the first 1 hour videos are the 101, and now were at 102. narrower subjects that expand on the first set.

    Amazing video! About the 30 min vs 50 min videos, I really do like both of them. You had to simplify a bit and leave out some details, but on the whole I didn't feel the video was rushed or had any glaring omissions. If you're more comfortable with shorter videos currently, then you should absolutely do them, they are still much more detailed compared to most other sources.

    I like the shorter format for this kind of topic. The longer format is great for deep dives into historical reasons for events, but the ones that are easily googled for context , like lend-lease, are great and your analysis is valuable.

    Hey man, thanks for making this content. I live in the states and have been largely avoiding news on the Ukraine war because if it's American news, it's either left leaning or right leaning and i can't be bothered to filter out all their bias and garbage. So this relatively neutral content grounded in numbers, facts, amd history is extremely refreshing.
    As far as video length goes, i actually prefer the 50 - 60 minute videos but if this shorter format helps you create the content, then you do you boo.

      G'day Stranger! I live in Australia but have exactly the same problem as you do ... trying to find a major, reliable news outlet which I can trust to be accurate, truthful and not biased is driving me mad. I do think Perun here can be a bit long-winded at times, but his down-to-earth, factual and insightful analysis is a breath of fresh air. It's a sign of the times that we have to turn to a trusted amateur for our news? Good luck with your search ... is there any media outlet you would recommend? Cheers, Terry

    I personally really liked the long form but if the short form let’s you do more videos then I’m all for it! It’s such a fast moving war that you probably will find shorter easier to keep up to date. Thanks man love your videos and analysis from a fellow Aussie.

    Really love the little shorter format sometimes its quite daunting to commit to watch the hour long vids however good i find them to be. So i really love the half hour vid even though it might not be suited for some more complicated topics

    Stunning content! I personally enjoy the longer ones as i listen as i am driving to work. But generally, keep up the level of information and the length is not important to me.

      yes, that last point boils it down quite well. consistent level of detail matters more than the number of minutes.

    Great stuff. For what it's worth, the type of people who read analyses like yours don't have an issue with the longer form. It provides greater context.
