I think Falco is the kind of character that makes sense as a semi-clone. He and Fox training together does make it reasonable for them to share some aspects of their fighting style. Plus it'd feel weird if they were to cut some of the aspects of his specials like boost / reflect which are inspired by the source games just to make him different. I'd rather a character be true to source than deviate just to be more different. I think they've done a good job making Falco different enough while keeping true to his source material. And giving him a lot of unique flair with different animations. I wouldn't necessarily complain if they swapped a normal or two here or there, or maybe changed a couple of his throws to be more showy and fancy, but I don't think it's really needed. And I hate playing as Fox and love using Falco, so their playstyles are definitely different enough. As far as the spinning... It makes sense because it makes his fighting style more flashy, and Falco is all about that showboating. And I love that the change to blue lasers makes it a reference to the Star Fox games as well, as the highest upgrade level for your ships main lasers in SF makes them blue. Fits Falco having the more powerful laser and having it colored blue as well.
If you plan on doing more of these, you should probably do on Luigi. He went from being a full on clone to a unique character for the most part. Also, too bad that you're sick. I hope you get well soon.
Well, not a full clone. Like Falco, he had the same moves, but most had different things to them. His up-b had the same angle as Mario's but had the same functions as it does now. His neutral-b was, and still is, unaffected by gravity. His dash attack was completely different from Mario's. His down-b could kill, I believe since this is all off of memory, but Mario's couldn't. And there may be more that I am forgetting, but that's what I remember. I would definitely like to see that episode though, maybe one about Dr. Mario and Mario or Falcon and Ganondorf too.
In smash 64 Luigi only had 3 moves working substantially different, being his Down B, dash attack and Up B, with Mario getting the better part in almost all of them. He also was slower with no payback so no reason to use him over Mario. In melee he got a change on his Jab, Naur, up-tilt, D-tilt, D-air and Up B, a different side B and F-air, while Mario got a different F-Smash, a wall jump and another kind of F-air, they then become Semi-clones. Dr. Mario was created as a clone of Mario and therefore a Semi-clone of Luigi. In Brawl they kinda fixed his Dash attack, has a different freefall, a crouch, an actually different voice than Mario (before it was a high-pitched Mario. Surprisingly still the same voice actor) and they give Mario a different Down B and D-air while Luigi did not. He also got a different Final smash but was a terrible one, much like his brother who at least look cooler. Smash 4 did not change Luigi aside of more expressive animations more akin to the character (Like his jump and facial expressions), but did semi-rework Mario with more speed at the cost of damage. Luigi in that game was more similar to Dr. Mario than Mario due to those traits, but unlike Doc he was viable. His Final Smash was also reworked to be a decent move more akin to him. Ultimate gave Luigi the final piece to being a different fighter: the Roy treatment of promoting a game not released yet, aka the Poltergust from Luigi's Mansion 3 who came 10 months later, as a tether Grab who does not work on ledges but creates a proyectile, altough he lost that unique Up tilt. His gameplay is more polarized than ever as a result, maybe too polarized because of the 0-to-death he got with that, and completely different to Mario in every way aside both of them loving to grab.
5:45 - In regards to Falco's new up smash animation, it has been buffed as of patch 8.0.0 which increased the hitbox size and made the first hit connect into the second better. This makes it a much more consistent move and a viable OoS option. It isn't quite as good as his Smash 4 up smash, but it's a pretty important part of his kit since it's his only good option in shield and his fastest smash attack.

In terms of visuals, Falco has always shown more pizazz and style in his animations than Fox. He’s more acrobatic and graceful as if he’s showing off, which makes sense for his character.

The main point you missed is that in melee falco was insane. short hop laser spam was micro intensive, but if properly executed like in competitions you'd remember that you could essentially stunlock your enemy then finish them off with the pillaring (down spike). From someone who used to play melee and brawl in competitions, falco was nerfed hard from melee and hasn't been the same since.
I liked Falco’s B-Air and D-Air animations were in Melee and Brawl. Those moves would come out pretty quick and can be used as combos and finishers, especially when Falco prefers the D-Air

Maybe why when Falco kicks it, it comes back to him bc the reflectors have retractable zip line-like strap attaching them to their belts, that's probably why no matter ho much fox or falco moves, the reflector hardly moves at all.
I really love Falco's current Final Smash, as his whole character is "Ace Pilot" and how much he prefers the Air. I just wish Fox and Wolf had different Final Smashs.

Likely the reason why pretty much all the clone characters aren't to different is either because they don't want characters to completely change and they want them to be mostly similar or because their moveset makes sense like it makes sense that falco is similar to fox because they use a lot of the same tools from their games also clone characters got added because their easy to develop because they were rushing melee they wanted more characters so they did that.
You forgot to mention that Falco’s down throw is now unique in Ultimate. It’s similar to Fox’s but different enough to be unique. I wish that for Falco they would change his down smash, dash attack and forward throw just to make him more unique. I’m surprised his dash attack isn’t similar to his Fair or Corrin’s dash attack given that they really wanted Falco to like spinning lol
Maybe they could change the down smash with again kicking the reflector and obviously reflecting the projectiles but in the same time doing less damage and impulse, for forward tilt maybe like a bite how a bird eating seeds, and they could change his throws where he use his blaster and instead attacking with his body and just alternate his FThrow with the gun
A huge difference in melee fox falco is also their shine - different sizes, different hitboxes and most importantly fox shine send opponent downwards while falco’s pops them up, making their combo trees entirely different

I don't remember saying it here, but I think Smash 4 Falco was the best imo. The change in the dair made it even easier to hit the spike, and the up smash covered both sides pretty much.
Maybe Falco's Dash Attack can be a two hit stylish kick, similar to that of Joker. While I'm on the topic of changes for Falco, make his Forward Tilt an elbow jab that has Falco leaning in forward and ducking, which would make it stronger than his previous version but not to the extreme.
What I find interesting is that Falco was originally going to be an alt for Fox back in Smash 64 along with Peppy and Slippy. I'm honestly fine with falco being a clone. They had 2 distinct functions and playstyles, unlike, say, the Belmonts, Mario Princesses, or the Pits.
