I got a ps4 slim in last week that had a similar issue. It would boot up into safe mode, but after 7 seconds or so it would shut down after trying to boot. It previously had a prior hdmi port repair, and I noticed it was missing a cap. After replacing the cap it fixed the issue. Unfortunately the ps5 board wanted to work at first but eventually gave up for good
Steve isn't much a tech repair teacher. More like a hobbyists/TH-cam personality. There's a lot more repair channels out that teach just as good as cod3r.
Before buying motherboards from an unknown source, ask if the console has a login password. Without it, there is no point in buying and repairing it. Before repair, remove the batteries. Bubble wrap is not used for transport, it generates electrostatics or transfers electrical charges to components....
Cod3r on your last live stream you told me to go with a standard PS4 HDD . I ended up buying to addlink 1tb SSD cause it was a cheaper option and I plan to use it as a external SSD for when I pull the plug on getting a PS5 . I have noticed a bit of faster performance compared to when the PS4 was new but not much . Plus the HDD had completely failed and needed a new one .
Love your videos Phil, shame about this one, hope you have better luck with the other two. My one suggestions after watching dozens of your videos would be - Please buy some cans of electrical contact cleaner, and use it to clean out all of your usb and hdmi plugs! So many times I have seen you think something was dead, only to find it was flux in your plug or port! Isoprop ain't the best at cleaning out plugs, I use the same flux as you, and 99.9% isoprop never gets it all out of the plugs. I have found that the cheap cans of contact cleaner you can get from ebay simply blasts any trace of the flux straight out.
You can see all caps are bad between HDMI port and encoder maybe you can do a test of those? or you just kill it with the input on the solder and HDMI ground? some caps on ground between hdmi encoder?
Wonder if the board is dropped once and theres cracks on the APU or South Bridge solder joints. I think you can get this working honestly as it has booted once with no issues.
Could it be internal pcb short? I got this on a switch board where another person had tried to repair it and it ended up with a shorted pcb on the BQ on that one.
I don’t want to insult your intelligence, but don’t you take precautions for ESD? the plastic bag on top of the boards and your polyester clothing must be generating loads of static.

It is possible (although unlikey) that static from Milo killed the board. They are walking Van der graaf static generators 😬

Do you use an ESD strap? Or are they safe from static?
First rule of any good work is the the strap working and properly grounded.
Amd use a ESD grounded mat.
Seems these rules are forgotten some times.

could the bios chip have been corrupted and replacing/reseting it may have fixed it before it went dead?
