Malfeasance is easier to use for most folks since being 180 RPM with 20 shots makes the benefit obvious. Plus, it stuns Unstoppable Champions by itself.
However, Last Word's Fan Fire buffs precision damage, adds counts to it _fast,_ and stacks with Lucky Pants. So it certainly rewards you more if you're accurate and have an instant reload effect (Whisper of Impetus with melee abilities for Stasis is my go to).
