If you're going to do a silly little spoof of the unCivil War that won't, you might as well use an easy, breezy skirmish system like that John Lambshead offers.

I would love to see a sequel(s) to this game. Perhaps you could have required for 2 or more of the mostly peaceful protesters (MPPs) to touch the car to inflict damage, instead of just one? Maybe the next game(s) could have a small command car or tent for the NGOs to direct the MPPs, which the red hats would need to take out to disrupt the direction of the mob. By the way, I think you need to paint more MPPs.
