Who or what is this entity, and what do they mean to the Children of Atom.
Fog Mother:
This entity is encountered after we drink from Atom's Spring as part of the Visions in the Fog Quest. From there, we encounter the Fog Mother, a shadowy being who guides us to the Childre of Atom Shrine, through many strange creatures. Once there, we enter the shrine password and then take the Mother Icon back to Grand Zealot Richter. After that, he tells us what she is. However, near Haddock Cove, we find a house that may in fact be hers. Watch to find out more.

As others have speculated, the Fog Mother is modelled after Moira Brown. Naturally, she was supposed to die in the Megaton blast, but the developers had to goulifiy her in order to allow her questline to be finishable. Her image is meant to invoke that of a carbonized "shadow" resulting from close proximity to nuclear detonation and is also a nod to Russian nuclear "anomoly" theories. In Fallout3, your character helps her with The Wasteland Survival Guide. In Far Harbor, she guides you through the wasteland. This is all fact, by the way. My dentist's brother's housemate has a cousin who knows someone who worked for Bethesda.

Well, considering the last I saw of Moira was as a ghoul, maybe that is possible.

Well, you see creature who are also pitch black during the trip so I doubt it

Just leaving this to say that it's nice to see somebody exploring the lore of individual places instead of giant mega-corporations and pre-war events. All of this stuff is great, doing some real good work here.

I haven't read all 2k comments but here's my thought: The Mother of the Fog is actually Mother Maya from Megaton! The age works as she was only 41 in Fallout 3, the religion works, tending to her flock of followers fits and she spent enough time collecting rads from the Megaton bomb to be extremely advanced in her radiation sickness but not to the point of being a ghoul. Also, how would the Children in Maine know of Confessor Cromwell, Mother Mays's husband, let alone believe that he was "Atom's Great Prophet"? Because that's what Mother Maya fed them. My other thought was Mother Curie III but scratched that because she started her own sect of the Children instead of continuing to follow Confessor Cromwell. Thoughts @thenthapple??
My personal theory is based on the idea expressed in Shoddycast that Fallout Earth and Nirn, the world of Elder Scrolls, are the same, with one or the other being the prior Kalpa. We can find Nirnroot on the Prydwen, and there's other bits and pieces that point to the two worlds being linked.
I think the Mother of Fog is another one of those links. The Mother of Fog is a being of radiation, which the Children of Atom see as divine energy. Using that as a basis, and the Mother's seeming protection of creatures and people infused with radioactive energies, I draw a link between her and the Daedric Prince of Meridia, the prince of life and infinite energy. If Fallout Earth is the *prior* Kalpa, winding down to it's inevitable end, than perhaps the Mother of Fog is Meridia twisted by ages of being her energies being abused by ignorant men, caring only for those she "touches." If it's the *next* kalpa from Nirn, than she may be simply reborn from different energies, withdrawn and even more alien than she once was.
Evan Ulven another plus for that theory is in fallout only ghouls regen health because of radiation. Everyone in elderscrolls has health regen . As the "fev" virus eventually spreads to the entire population and they evolve into the 12 races of nirn (I say 12 because dwemer and falmor) . Could the "magika" actually be radiation and they are absorbing it from the surroundings? (note ghouls are the result of FEV as they are included in the list of creatures killed by "president edens" anti FEV toxin/virus)

No. Fallout has always had paranormal shit since fallout 1/2. The Nirnroot is what is called an easter egg. Games have these a lot.
2 V1llain fall out has paranormal/supernatural goings on with the Dunwich building in fo3 and the book in point lookout dlc and the dunwich borers in fo4 so magik isnt that far a stretch especially over millions of years of enhanced evolution
I think the Children of Atom are actually just a legit reflection of the world in fallout - just think of how the ghouls at Repcon in NV knew about which planet to travel to, or how the sight works. Not to mention the deep ones are able to give visions to you in the Dunwich areas. So I think perhaps all of these things are visions given by the Gods which exist in Fallout - the deep ones, Atom and the Sight are all linked.
Also worth thinking about the vision-telepathy powers that we see throughout the fallout series (Cabot for instance is one).
HP Lovecraft would be happy to know pieces of his lore is being implemented in Fallout 4.
it is just a shame that HP Lovecraft wasn't alive to see his work getting a pressured.

Jeffrey Cain as far as I remember nothing special happened. The mother icon isn't there, but the ghouls are. I didn't think to much of the place until I eventually got to that quest.

Actually, the ghouls do make sense
Feral ghouls are just people who have been touched by Atom's glow, but didn't accept it, so they turned feral as a result.

There kind of are. Sulik's consultation of the spirits actually yields some genuine hints and insights from time to time. And we do encounter a ghost in Fallout 2.
