Today we are going to learn how to turn any portrait photo into vector styled illustration in photoshop, without using any plugin or action. Rather we are going to learn how to create new action that will save your time for next images.
Photoshop is raster based application so this is just style, it will feel like vector illustration.
At the end of this video we are going to use recorded action on this image, and on single click it will convert this image in vector styled portrait.

Wow. you made it look so simple specially with giving info about that Action button. Your narration is easy to understand and usage of music is interesting too. Nice work. I do have one question though. Why is it important to adjust the size of the image to 2000 pixels? Most of what I do is work that will be printed, so 2000 pixels is pretty small.

The filter gallery of Photoshop is greyed-out because either the image is in 16-bit or 32-bit channel, the image mode is CMYK instead of RGB, or the selected layer is locked.

if image shows on background layer in layer panel then convert it to layer by double click, then your vector mask option will be visible

If you are asking about oil paint effect, then just uncheck the "lighting" option in the oil paint settings. Your image will be smooth now

Photoshop on iPad really needs to get with the program. I refuse to download a third party AI app to get the look of oil paint vector images for my art…. When I can get the look I want specifically using photoshop filters. If these AI apps can generate or alter my art images why on earth can’t In 2023 PS on iPad enable filters to do the same thing? There’s no excuse, especially for a subscription based app
