For your monitor I would use a square piece of plywood so it can sit flat with no worries about it falling off if you want to stay on the super cheap route. As Rob says, diagonal bracing would be very good idea as well. Looking great so far!
I totally feel this build, had the same mindset as you as making it as budget friendly as possible, did mine with Aluzinc RHS since I'm new to welding and just had to put what I learned at college to the test. Steering wheel being G29 PS version, shifter, used car seat, Logitech 32" 1080p, gtx 1060 6gb OC, I5 with a 16gb ram (my rig still old school with ddr3) and I enjoy my Dirt 2.0 Rally on high settings... life is good!
Good job here. You could have also checked any junkyard near you for a cheaper option for the chairs. I am in the process of doing something similar and that's how I found this video. I picked one up a few days ago for less than $70 CAD, and that includes tax.
This is a nice setup and great seats! But I’ve read recently that seats like this one that has the airbag tags on the seat actually have airbags built in and apparently they can deploy just by static electricity, so it has to be removed by a professional… and you’ll need some seat foam to take up the missing space after removal…. Hope this helps!
Looks good for a start. Since you asked: I would be adding some diagonal bracing to the framing you have. As you mentioned some kind of vesa arm mounting for the monitor. And I would check to find out if there is any chance of the airbag going off when using the seat like this. I don't think there is but I would also want to be certain of that. As for the pc, I think air cooling is fine. You might want something better than the stock fan but AIO is going to be more money for equivalent cooling. AIO might be quieter which may be good for your use case--depends on how you are getting audio for possible streaming, video use. Definitely looking forward to the rest of this series!
Bit late to the party now, but if you have a choice, and you're going with used car seats, the front passenger seat statistically has the least 'mileage' on it. Although, it's pretty common for what you ran into, where the driver has the full complement of adjustability compared to the passenger.

Good start but you're going to want to swap out those screws on the seat for lag bolts.
More solid and they won't loosen over time.

I would definitely recommend just getting a noctua air cooler, cheaper than an aio for the same performance

On my G29 I have the change camera control mapped to R3, maybe you should try that on the G920 equivalent of R3
