The only time you need to bleed the brakes is if you change brake calipers or disconnect a brake hose as that allows air to get into the system. When your done changing the rotors/pads and the vehicle is lowered back to the ground...all you need to do is press the brake pedal 1-2 times and the pedal will firm up and you are done.
Assuming you're talking about the rear brakes as you have to set the parking brake into service mode. With that said, you don't have to use a scanner. On the front brakes, there isn't anything special to use other than the basic tools I show in the video.
