If your base key is the C#/ Db then that would not be the 2,5,1 that would be 5,1,4
You are right that it is the 5-1-4 of Db major but the harmony "belongs" to F# major because of the chord qualities. It's like were temporarily leaving Db and going to the key of F#.Whatever is easier for you to remember though.
