Tribals have not been in touch with other communities for generations. They joined Indian Union with some conditions. Some tribals in India have no contact with outside humans! Hence constitution has kept them out of some enforcement laws! In the future when n if they assimilate in the society then it can be implemented

India is now a global power and needs a UCC that will help transform its huge population economically, politically, and educationally, for the 21st century. The country cannot be stymied with an 8th century outlook on a religion, being imposed in the 21st century, on a section of its population, in the name of "minority rights." Today even countries like the UAE and Saudi Arabia are modernizing their societies, fostering education and skills to enable the progress of those societies beyond an oil-based economy.
Sardesai could have done better with moderating the debate/discussion. Owaisi tended to hijack the discussion with his constant, loud heckling and drowning out the other speakers. Was Owaisi the most suitable person to express the minority view on the UCC? There are many reports that a majority (more than 60%) of Muslims in India, particularly women, support a UCC. Perhaps a Muslim woman-activist should have been invited to speak instead. Also Owaisi knows that no Islamic country has a “secular” constitution and that they are all assertively "majoritarian" in the matter of imposing their "culture" on other religious minorities.
The minorities want “secularism” but without uniform laws on marriage, divorce and inheritance, that apply commonly to all citizens. That view overturns the validity of a “secular” constitution.
Flavia Agnes apparently has no issues with "majoritarianism" in Christian-majority countries whose "secular" laws on marriage, divorce and inheritance are common to all, whether Christians or non Christians,. Yet she regards a uniform civil code in a Hindu-majority country as a “majoritarian” exercise.
Hindu law went through major reforms since the 1950s. It’s time there’s reform and modernity within the abrahamic minorities as well, with regard to the institutions of marriage, divorce and inheritance. As for tribals, whose cause Owaisi seemed overly keen to defend, they also need education, skills training and employment opportunities, so that their societies can modernise for the 21st century. That has been the story of many tribal societies all over the world.
There is also the question of other practical considerations, including the effect of taxes and benefits.
If the legal definition of a marriage and family unit is inconsistent, it causes inequities in terms of the impact of taxes and the distribution of economic and social benefits. In effect, the communities that practice monogamy, would be paying a higher share of taxes to subsidize economic and social benefits for a community that practices polygamy. Also, the demographic effect of polygamy is a significant factor.
Religious beliefs dictating personal laws are a legal, fiscal and political minefield for any government, particularly in a democracy where all citizens are regarded as equal before the law.
