Whatever program you are comfortable with. Aseprite, CSP, PS, should also work with gimp, krita, etc. As long as the image editor offers a grid with settings you should be good :) I personally use CSP (Clip Studio Paint).
The easiest way would be if you made a copy of the A sheet you want to work on in your projects folder > img > tilesets, open it up in your image editor and just put your edited tiles ontop of the standard ones. Inside the engine, in the database section you can create a new tileset under the tileset tab, using your sheets. OR you can directly edit the standard tilesets and don't need to add a new tileset in the database. (Remember that you also need to set up passabilities if you create a new tileset) I hope this helps.
Hola! I have some tilesets and sprites from an artist in the internet. It is based on RPG Maker XP while the size is 32x32. I have tried to resize it to 48x48(MV), but the quality reduced, it became a little blur. Do you know a method or have you ever experienced in resizing the dimension while keeping the quality? I want to use them in MV because I like the style.

I use Clip Studio Paint but you can do the same in PS and I think someone told me that you can also do so in Krita.

Resizing isn't possible without losing quality.
