My professor gave us a different approach as to how the dsDNA becomes ssDNA at the 13-mer region. They told us that the ssDNA-binding-domain in the DnaA Protein causes the strand separation and didn’t mention an introduction of topological stress due to the coiling of the DNA around the Protein DnaA. I find your explanation much more logical. Thank you!

I agree with you! There is for sure 5 repeats of 9-mer motif. Plus at the end of his lecture, he mentioned a DNA pol III holoenzyme, that in fact has three DNA polymerases (not just two!): one of them is working on the leading strand and another two on lagging strand - "trombone model".
