I am from Maldivee and working in the tourisn industry..just to want to correct some od your points.. You are wrong about why Tourist were not allowed to go to local islands because of Sunni Goverement or wateva religious reasons. First. Tourist were allowed to visit islands. They just cannot stay in local islands as budget hotels open for tourists were not allowed in local islands.. Reason being Maldives was marketed as a Top Luxury Destination Tourism marketed for a specific market. Budget Local Islands Hotels were not allowed for Tourists because they did not want to open Maldives for Mass Tourism. But even then before 2009, Tourists are fully allowed to visit islands on day trips, as much as they want as many islands they wish. And many local islands had lots of souvenier shops and local handicraft businessess targeted for the day visiting tourists. Since 2009, Maldives allowed for guesthouse businesses and hotels in local islands and now more tourists regardless their income level have the chance to visit Maldives.. while before it was exclusive for High Income Tourists.
