I mean, yeah it definitely seems like a weakness that came out of nowhere, and just barely cohesive in regards to Jason's characterization in his past ventures, but in the context it works.
All those times Jason's been unperturbed by water was because he was adamantly suppressing his hydrophobia under the murderous rage caused by the intrusions on Crystal Lake.
But here, in the Dream Realm with Freddy Krueger, while again quite angry, he was on Freddy's turf where the dream demon has shown before that he can peer deep into his victims' minds and see their fears. Quite reasonable that Jason would be vulnerable to feeling his fears, even the deepest ones manifest in that situation.

The scene that satisfied me the most was in the dream world when jason gets crushed by the little water tower scene and then freddy gets confused and angry about why jason cant die, "WHY YOU YOU DIE"

Along with a rewrite and LITERALLY NONE OF THAT CHEAP SLOW MO stuff that basically dominated the fight scenes.
The reason Freddy had so few kills was simple: the town already had a plan in place to make him a non-threat. That's why he needed Jason. Problem is, he didn't realize just how murder happy the big guy was. That's why he got so pissed when his kill at the party was stolen.

Interesting fact, Jason coming out of the lake with Freddy's head which winks was actually prefered by the director over the alternate ending of just Freddy appearing and taking over Will kill Lori as the director wanted an ending with both Freddy and Jason. Freddy winking was the producer's idea as a compromise with the director's idea.

@@coralscorpion I dont think there is any limit and I doubt he would mess with one to wait for that limit with the risk of be erased for good.
I would take all of his power and loop him in jigsaw game if he decides to redirect his stupid purpose to good himself, he will be free to self-erase, else he will be forever loop in.
