Yep, that is California law. The issue is really ACCESS to the beach. It looks like the only road would be the driveway which is private property but you could swim or kayak to these beaches and legally use them up to the high tide line.

However even the public beach is hard to access because it's a long hike down a steep cliff from the parking lot. So the amount of people intruding on the 'privacy' will be low, but they do have a legal right to be there. (I've been looking at the area on Google Maps just for curiosity).
