It's not vacuum, but rather pressure that pushes a diaphragm against the pre-load spring. Once enough pressure builds up, it overcomes the spring, causing the actuator to move and allowing exhaust gases to bypass the turbine wheel, reducing the exhaust energy that would otherwise spin the turbo.

    Pressure not vacuum

Suction=waste gate closed or suction=waste gate open?

      Spring keeps it shut.
Until certain pressure pushes it open

suction/ vacuum under lets say 15lbs of boost wont open the gate, now lets say the vacuum is pushing 16lbs of boost, the wastegate has a spring that is rated for 15 lbs of pressure, so the 16lbs of vacuum will open the gate letting out the extra pressure so it runs as intended and doesnt turn into a Grenade

Wast gates work on boost pressure. A.wast.gate is a pressure regulator.
Ain't got nothing to do with vacuum.

Wastegates are not operated off of vacuum, they are operated off of manifold pressure. Gas engines also have vacuum in the manifold but that's not operating the wastegate. Diesel engines do not have vacuum in the manifold like gassers and again, that's not operating the wastegate anyway. Positive manifold pressure (above atmospheric) acts on the wastegate to push the diaphragm open.
VNT turbos however, ARE operated by vacuum and that vacuum comes from a pump on the diesels they are equipped on, NOT the manifold. They operate (usually) through a PWM solenoid that modulates the vacuum that the vane actuator diaphragm sees to adjust the vane position to control boost.
I know Pepi is an engine god, but he was wrong on this one...

But a diesel has no vacuum

      They’re spring closed actuators.
      He means pressure or
      Lack of pressure.

Diesels do have some level of vacuum.
If they did not have vacuum.
How would it pull air inside the engine

Not vacuum. A Turbo diesel is always above atmospheric pressure... vw uses a vacuum pump and a modulator to control the vnt turbo... this guy is 3rd world
