Because odin knew abt the Axe's capability to summon the bifrost and it is the key to eternity and that could be severely dangerous. That's why odin didn't order to finish the weapon.
Odin probably knew that once he died Thor had hela and Thanos to deal with and would need a kings weapon to help Thor which it did cos storm breaker completely ignored the infinity gauntlet and stuck straight in thanos chest, now how did Thor know that the infinity gauntlet with all 6 stones wouldn't affect storm breaker? Because Odin had it made that way it was a back up plan but for thanos not Thor.
I think it truly was to defeat Thor because when we first meet him is kind of chaotic and he didn't know how to rule or how to be a king. Odin also likely knew a God of Thunder with that much strength could easily become a powerful threat. Odin messed up with Hela, he likely believed he might mess up with Thor and if he did, then he had a plan.

You made your point, however it was for a completely different character. The weapon seems to be a contingency for destroying Hela. We know also that Mjolner is basically a training weapon to help unleash inner innate powers. Stormbreaker enhances those innate powers.
I don’t think it was a contingency because by the end of Thor’s first movie he had already proven his worthiness and Odin was able to strip him of his powers so I don’t believe he needed this contingency

If Odin knew that Stormbreaker was a weapon that could kill a god, why wouldn't he have told him of it to defeat Hela and save Asgard in Ragnarok?
