The reason why titus was a blackshield was because of the events of space marine 1 where he was accused of heresy by the inquisition since he literally beat a daemon prince to death as he farted out psychic chaos attacks no normal marine could withstand. The deathwatch isn't really a penal unit, quite the opposite really. For the most part the space marines are proud of their service in the deathwatch like one chapter found a shit ton of their dead battle brothers thanks to the deathwatch and now sends 3x more space marines to the deathwatch. Bad space marines usually just either get killed by their chapter or inquisition, demoted, go rogue/dissapear or turned into servitors but the threshold of 'bad' isn't really defined since its 40k. Like the marines malevolent which is another chapter straight up used civilians as bait for the orks. The blackshields are for those who have dishonored their chapter or are serving penance like Titus or their chapter went rogue and became chaos like the astral claws, they strip themselves of their chapter markings and have a agreement with whatever inquisitor is in charge to serve in exchange for not getting killed. There is also one last reason for one becoming a blackshield, is that if they are of a traitor legion geneseed. All you need to know about these guys is their legion went traitor to the imperium 10k years before the setting and very few numbers of traitor legion loyalists still exist. Of course there's the chapters that are officially successors of another chapter but are highly suspected to be of a traitor gene seed.

Just to clarify the Deathwatch and the primaris thing. Tje Deathwatch is kind of likea work study program for space marines. A chapter will srnd someof their people to work for alien hunters of the inquisition for a time along side other chapters throughout the Imperium. Then after their term is up they come homeand maybe share new techniques and insights they pickedup along the way. A black sheild however, is a Deathwatch marine that disavowed his home chapter for some reason and is permanently part of the Deathwatch. The primaris thing and his scars, part of the surgery is putting coils troughoutthe muscle system. Which kind of requires you remove the maires skin. I think that's why he has the neck scar.

Yeah WH+ is stupid, we still haven't seen a sequel to Astartes. Also, Idk if you figured this out. But the Power Sword's "charging" is for changing between a fast stance good for dueling elite enemies and a heavy stance good for swarms with sweeping AOE attacks. So it basically has 2 movesets
