Those CART cars were weapons back in the day. Look up lap times in Montreal which both had a round in - in the late 90s early 2000s CART was only a couple of seconds or so away. Where CART had F1 beat was top speed. They would do over 400kph at charlotte speedway. F1 had them beat in acceleration, braking, and mid corner speed if the same year. And there was a clear gap in capabilities between a 1995 f1 car and a 1999 one.
