Something that’s really interesting about the Arbiter (current one) is in Halo 2’s original ending he would’ve gone through a complete character arc. The confrontation with Truth was so much better since we would’ve learned that Truth knew all along what the Rings would do, how they’d kill everything. The Arbiter would be disgusted by this and then removed his helmet and throws it in the ground. This would be his way of showing he’s rejected the title that Truth gave him, and is no longer a puppet. After deactivating the Array the Ark (then located on earth) would begin to tear itself apart. Chief and Arbiter would go their separate ways, with Chief fighting his way through a hoard of Brutes and Arbiter chasing after Spark. Arbiter and Spark would then make their way to the Ark’s central chamber where a floating sarcophagus was continually sending out a signal. Rubble would fall form the ceiling and once the dust clears you’d see a humanoid skeleton inside of the sarcophagus. The Arbiter would then learn what the Covenant’s war of extermination was started to cover up. After they leave through the ceiling you’d have an ending where the entirety of the Elites leave earth after learning that we were the children of their gods. Truth’s plan actually made perfect sense in the original ending. He wanted to wipe the slate clean and use the Ark’s machinery to become God by having it create a new species based on his genome. In a way the Great Journey was very real, but only ONE could walk it. He plunged his own empire into civil war and killed off the other hierarchies to eliminate competition and ensure the Covenant were too busy killing each other to figure out what he was doing. While all of this was happening he’d be safe beneath the Ark’s shield getting ready to start up the reseeding process in his image. If you want to see this ending watch C3Sabertooth’s videos animating Halo 2’s storyboards. He also has this great video called We Were Forerunner showing how in Bungie’s canon the ONLY stuff that implied Forerunners were anything other than ancient humans were the few things Frank O’Conner had direct control over (and those were so vague/contradictory that they could go either way). Hiddenxperia has a video talking about this retcon and even says he prefers Bungie’s version over what 343 gave us.
As interesting as the original ending for Halo 2 would have been, the title of arbiter was a title the Sangheili held sacred even before the covenant formed. So for Thel to just deny the Arbiter title after the end of 2 wouldn't carry over well for what we saw in Halo 3. I loved that Thel after learning the truth decided to revolt as the Arbiters of the past had before him. Plus with truth and his real plans to use the war as a cover up would make sense to convey but that wasn't the main focus. The main focus was to show that in the end truth was only interested in one thing and he died because of it. Power.

A lot of the Arbiters are super cool from Thel to Rippa. They all add so much to the overall story
