You know what? Ghost Luigi should become a power up for Luigi’s Mansion 4. The pitch would be that King Boo has conquered the Mushroom Kingdom Afterlife and he’s sending ghosts and demons into the Living World both to expand his kingdom and to get revenge on Luigi. The first thing that happens is that Luigi gets hit by one of the demons and becomes a ghost, but thanks to Professor E. Gadd he can come back to his body and become a ghost whenever he wants. Make this game happen, Nintendo!

I personally wouldn't have put Mario goes to jail on the list because it's not really a scary moment to me but the list is subjective to opinion.
