That's a loaded question! To print on dark colored shirts, you'd really want something like a DTF printer, but they are pricey. A good option for you might be SupaColor: th-cam.com/video/4Ey53S6u27I/w-d-xo.html
I think most glitter HTV works. You do need a lighter color because sublimation ink is transparent. And then there might be a handful of brands that don't work because they don't have the right poly content in the glitter.
Leaving the bleed on means that when your Cricut cuts around the edge of your design, you shouldn't have any white edges where it wasn't cut perfectly. Does that make sense? Definitely keep it on for a project like this!

Can I use glitter htv on top of polyester spandex blends? (77%/23%)
You could give it a shot, but the stretchiness of the spandex might cause issues.

I keep it off if I'm not going to be cutting-so if I'm using Print then Cut for sublimation, for example. @@lindsaybriggs3089
