On my 2006 F250, I also had to rotate star nut down on both sides. I f you look closely inside, you can see the threads increasing showing it is expanding to tighten.
good question! I just adjusted till the wheek wouldnt spin, then backed it off 7 little movements, and it seems in the sweet spot now, when you depress the park brake

Its just like a standard nut/ thread. Counter clockwise loosen the adjuster - expanding the spring making the brake tighter.

You lift the wheel off the ground with parking brake released.
keep adjusting until you can't wiggle the wheel. Than back it off slightly.
Just wanted to clarify, you have the truck in neutral with the parking brake on?

I had the truck in park (the whole time) and only put the park brake on to check the adjustment changes. Hope this helps!
