The color on the heat pipes is likely not spray paint but rather a thin layer of solder to connect the fins to the pipes. Should be pretty easily to test of its metal by checking continuity with a multimeter
Like any RX 5700 that's been BIOS flashed, it would perform slightly more. I haven't had the time to test it in this video but it should perform as expected.
AliExpress, like any other site (Amazon, etc), works based off an algorithm. If there's a surge in demand for a specific product, it will automatically increase prices unfortunately.

It goes all the way on some of the heatsink parts. Unfortunately, that video clip was corrupted and I didn't have time reshoot the video to show it. 😑
