One potential way these scams could work is they send out genuine high quality items and get 5 star reviews, then eventually start sending out lower quality components or compromised devices once they have enough good reviews.

Is there a chance you can be hacked by a power cord? I may have misunderstood
I believe so, this would be perfect for that. This is a “USB C cable” charger, so it can be used for technically anything. The USB C itself can carry audio, video, and any type of data, also provide and receive power. We could run command line, launch software applications, download malware etc..
If you watch to make sure no new usb devices are detected then no, you cannot be hacked.
