The reason you're getting 39 instead of 100 is because RGB values go from 0 to 255, so you're typing in 100 out of 255 which is 39%

MKLDSM_ you can probably zoom off the timer and add new time count with same font and tweak it on after effect 🥴, quite complicated

Tip: add a wave warp to the red and green one and set the wave length to 5 and wave height to 1

You can also lower the saturation a little bit which will look awesome

Change the opacity blending mode to linear dodge.
Stack them over each other.
Change the rgb colours.
Shift scale and position accordingly.
use a vhs overlay.
Do a S in curves on adjustment layer.
You are done.

Red = -5
Green = 0
Blue = 10
Falloff = 0

Hey Kellen, I followed this step by step (including downloading the VHS overlay). When I watch the overlay it appears how it does in your video. However, for whatever reason, when I place the overlay over my footage, the grain shows up, but the text (play, time stamp, the little white outline) disappears. I've tried so may different things, and this keep happening. What am I doing wrong? Thanks

That’s because the overlay’s size is too big for your video. If you try to move the position, you can find the texts.
Edit:Try scaling the overlay (Make it bigger or smaller) so that it would fit your video
