Premiere will never be as versatile as after effects for this kind of thing. You could try some overlays and mimic some of the steps here but it won't be the same.

the most you will be able to get with premiere pro is a bit of hue/saturation and an unsharp mask.
if you want more control and fine-tuning over the final product, you will want to go with after effects.

sorry im new, but why can't I make the width and height 534&300? it keeps go higher, like 700&300, i can't custom the height

you might have 'lock to aspect ratio' toggled on.
you can disable it by clicking on the checkmark in-between the width and height and turning it off.

if you havent installed the font yet:
1. open the font
2. click "Install"
if you have installed the font,
it should automatically appear in your font list in after effects
you might need to restart the program to see it
