That is a water/oil intercooler, common on 88-01 hondas. Helps heat the oil as well in colder climates. You can remove it if you want to. I replaced mine with a remote turbo oil feed adapter. Thats a common leak point. You can also get adapters for running different filters, but theres good options in the current size, so no need.
SCCA leakdown inspection. Better replace that steering rack too. Best thing to do is replace the timing belt, and all oil seals, front and rear cam seals, front crank seal, oil cooler O ring, oil pan gasket, valve cover gasket, rear cam plug.
