Check with your monitor. This works for 1920×1080 monitors. Doesn't work for 1366×768

You need hdmi to vga. It’s input (hdmi) to output (vga) screen. So easy to say is you need input ps4 screen to output monitor screen to see.
Or it might be that you're using a 1366×768 monitor
