I would put Leonard Snart on this list. He's a secondary and recurring vilain from Flash season 1 and Legends of Tomorrow Season 2.
Kilian Rubner recurring villains don't count as secondary main villains

@@srstriker6420 Not really. While a poor decision, it showed how his hatred for aliens went too far and he ended up getting more and more distant from his family. And it blew right past him when he took the drug, so I wouldn't say taking the drug "ruined" him.

What about Deadshot? I know that he didn’t appear much, but he had his own self-contained storyline, and was very important to Diggle’s character.
It wasn't really one season, more like the first three. I don't think he could count for this list because of that reason. However, agreed, Deadshot could absolutely come high on this list.

Sam Witwer would’ve been better as a Speedster villain (I would say Godspeed) especially if they modulated his Darth Maul Voice

6:34 actually i knew he wasn't going to be the main villain of the season after seeing him fighting team flash for the first time in episode 2 which was way too soon and sooner than all the other villains in the previous four seasons because there barry didn't fight the main villain until at least episode 6.

I really miss Edward Clariss.They really portrayed him well in the tv show, turning a mediocre comic character into an amazing tv character. I think killing him off in the second episode was the right call (really set the stakes as to what Savitar was capable of) but at the same time I want him back.

If you go by the logic that reverse flash is the secondary main villain shouldn’t Slade be the same and the same the other way around because they are doing pretty much the same thing and only one of them is considered the main villain
Reverse flash was the main villain of season 1 but the secondary villain for season 5 since cicada was the main villain. Slade was only the main villain in season 2 and is no longer a villain for future seasons

Damien darkh was one of the best villains in arrowverse. I liked him better at legends of tomorrow season 3.
The reason Amazo exists in Elseworlds is because, somehow, Anthony Ivo must have survived the island in the Elseworld’s timeline, and continued his research into Mirakuru, saving his wife like he intended. So now, after Elseworlds, presumably Elseworlds-Ivo got left alive when the Book was destroyed.

He's my personal favorite secondary villain in the whole Arrowverse...
My only issue with him, is that he never tucked the floppy skin hanging from his mask under his shirt, like God intended. He just lets the stuff hang loose, which never failed to trigger me.

Nora was the true secondary villain of season 5 imo. She did more damage than Cicada and Reverse Flash combined; at least in that single season. And it was all guided by Thawne, making Thawne the real Main Villain at the end.
All One-off Villains Ranked?
Liberty, Cicada, Ricardo Diaz and Cayden James are the main villains, not the secondary main villains, because their roles throught the season were extremly big to be just secondary. I think I already commented that, but some seasons have more than 1 main villain, like Supergirl 4 and Flash 5. But fine most of them suck anyway

Number 1: Prometheus. Although Prometheus was technically the main villain of Season 5 of Arrow, he was also the secondary main villain. He really broke Oliver and his rivalry with Oliver just made Season 5 the best season of any show in the world. Hail Prometheus.

Honestly I think Anti-monitor should count as a secondary villain too as he was one of the antagonistic forces of the past two arrowverse seasons.
Also Fyers was perfectly executed.
I know it’s not a popular opinion, but I actually really like Season 5 of Flash. Reverse Flash was prefect, but I actually really liked Orlin Dwyer’s Cicada. Imo, his backstory was actually really good, but Grace being the main villain was disappointing. The only good thing about her as a villain was her amazing entry to the season.
